  2. The Hungarian Accreditation Committee (HAC) was established in 1993. Its scope is to evaluate applications for establishing and granting state recognition to higher education institutions, new Bachelor and Master programs, and national educational and outcome requirements as framework requirements for all degree programs taught in Hungary. It also evaluates applications by foreign higher education institutions seeking state license to operate in Hungary, either alone or in conjunction with a Hungarian institution. Denominational higher education institutions receive state financing similar to state institutions and are accredited, but the agency's mandate pertains only to evaluating secular programs. Evaluation criteria comply with the European Standards and Guidelines. Accreditation reports are published. The HAC’s Board of Appeals and Financial Supervisory Board operate since 2006. The HAChas adopted a Code of Ethics in 2000 and a Strategic Plan in 2006. The HAC has 19 full members, delegated by higher education institutions, research institutes of the Hungarian Academy of Sciences and professional organizations. A student member is delegated by the National Union of Students. The HAC has eight standing committees representing main disciplinary groups and six others with designated tasks. In addition to the Secretary General, his Deputy, and a Financial Director, the secretariat has a staff of ten program officers, six administrative staff and an IT officer. • The HAC evaluates and/or accredits • Universities and colleges every five years, focusing on the institutions’ strategic and organizational management, organization of education and research, infrastructure and quality management. The procedure consists of a self-evaluation, a peer visit and a published report, and may involve follow-up evaluations to check improvements • New universities and colleges applying for state license to operate • National-level education and outcome requirements as part of the qualifications framework for higher education • Bachelor’s and Master’s degree programs • Doctoral schools • Applications for university professorial positions The HACcontributes to • Sectoral quality development, policy and legislation • The convergence of QA with that in the EU Institutional accreditation New institutions Program accreditation Quality of professors Sectoral quality development
