Mission • Improve the quality of life for people living with HIV/AIDS and their families in Baltimore City and surrounding counties • Provide comprehensive guidance to Ryan White providers and the Baltimore Planning Council to ensure compliance with Ryan White legislations and standards of care Objective • Demonstrate 2018 fiscal year’s client level data for resource allocation decision making

Ending the HIV Epidemic HRSA HAB has focused on four goals to inform programmatic efforts and funding to end the HIV epidemic. • Reduce the number of people who become infected with HIV • Increase access to care and improve health outcomes for people living with HIV • Reduce HIV-related health disparities • Achieve a more coordinated national response to the HIV epidemic

  4. Client Level Data inclusion criteria • Client with at least one Ryan White defined service regardless of payer • Client with a confirmed HIV diagnosis • Client age > 2 years old • Client’s Federal Poverty Level <= 500%

FY18 Clients • N = 12,735 • 2% increase from FY17 (n=245) • 79.2% of clients received a service supported by Part A funds (n=10,089) • 9.6% of clients received a service supported by Part A MAI funds (n=1,220) • 12 clients received Hospice Care • 110 clients received Other Professional Services (Legal)

  6. Core Medical Services Support Services • 94.0% of clients have received at least one Core Medical Service (n=11,965) • 56.7% of clients have received at least one Support Service (n=7,226) • 50.8% of clients have received both a Core Medical & Support Service (n=6,471) • 5.9% of clients have received a Support Service only (n=755)

  7. Key Populations Due to notable disparities, HRSA HAB has enhanced its efforts to improve HIV-related health outcomes among several key populations

  8. Key Populations Black/African American or Hispanic Women • 30.1% (n=3,919) Black/African American or Hispanic men who have sex with men • 19.7% (n=2,510) Youth (age 13 to 24) • 3.5% (n=444) Trans Persons • 1.5% (n=195)

  9. Housing StatusUnstable/Temporary/Non-Permanently Housed • 6% All Clients • (n=563) • 9% Trans Persons • (n=13) • 8% Youth • (n=23) • 6% African American or Hispanic Women • (n=158) • 6% African or Hispanic MSM • (n=114) • Note: 68% of clients (n=8,694) has an Housing Assessment

HRSA Ryan White HIV/AIDS Bureau (HAB) Monitoring Clinical Outcomes Retention in HIV Medical Care Retention in HIV medical care is defined as PLWH who had at least 1 outpatient ambulatory health services (OAHS) visit in the measurement year, with a second visit at least 90 days after. Note: Nation Average based upon 2017 Ryan White HIV/AIDS Program Annual Client Level Report Ryan White HIV/AIDS Program Services Report (RSR)

HRSA Ryan White HIV/AIDS Bureau (HAB) Monitoring Clinical Outcomes Viral Load Suppression Viral suppression is calculated among PLWH who had at least 1 OAHS and at least 1 viral load during the measurement year. Viral suppression is defined as a most recent viral load test result <200 copies/mL.   12. Limitations • A Ryan White documented HIV care visit in CAREWare are those who have had a funded RW visits. Variances in clinical and demographic data are attributed to individual Program operations & Ryan White consumers receiving care outside of the network of Ryan White Providers.
