  1. Commitment by Government “…, the government has decided that we should launch an Expanded Public Works Programme. This will ensure that we draw significant numbers of the unemployed into productive work, and that these workers gain skills while they work, and thus take an important step to get out of the pool of those who are marginalized.” President Thabo Mbeki; State of the Nation Address; February 2003

Commitment by Government “One of the most aggressive poverty alleviation programmes ever undertaken by the post-apartheid government, the EPWP will utilise no less than R15 billion in its first five years of operation to create more than 1 million jobs including learnerships and internships through selected infrastructure development and other labour-intensive government funded projects.” Minister Stella Sigcau; Debate at National Council of Provinces; March 2004

Commitment by Government • “A provincial Public works Forum will be established with representatives consisting of the social partners to maximize public works opportunities and strengthen the provision of associated training. • Empowerment impact assessment must be built into the EPWP process.” • 120 000 work opportunities will be created Framework Agreement on Growth and Development in the Western Cape November 2003

  5. Saamstaan The Provincial Expanded Public Works Programme “Saamstaan” was launched on September 2, 2004 by President Thabo Mbeki in Gugulethu. The success of this launch was due to the combined effort of national, provincial and local government, and the local community.

Notable Projects In Construction: • Vuk’uhambe • (Get Up and Go) initiated in May 2002 by the City of Cape Town • Road construction and maintenance • Cost of R9.5 million • 90 local residents employed on one year contract • more than 21% of the contract value was directly returned to the local community by way of wages and fees • 9 training courses • mentoring programme

Notable Projects In Community Safety: • Bambanani volunteers are employed to deal with crime problems • 2000 fulltime jobs to keep our trains and communities safe In the Environment: • A cleanup operation • R5.25 million budget • 1077 job opportunities have been created to date within 25 municipalities

Notable Projects State Property Maintenance: • From now until 2005 • 1000 schools will create 2000 jobs • Cost of R15 million Social Services and Poverty Alleviation: • Jobs are created for those who look after children through early childhood development programmes, as well as those who help the disabled and the ill • 119 learnerships this year • Budget of R1 million

  12. Notable Projects Home and Community Based Care: • Community CSG registration assistants will help in door-to-door campaigns • 7400 learnerships this year • Budget of R1.9 million

Way forward • These projects show that Saamstaan is a programme that cuts across the whole of provincial and local government. • It is vital for all provincial role-players to stand together under the lead of the Department of Transport and Public Works to make the Western Cape a Home for All.
