  3. Company History • The Council on Aging Silicon Valley (COASV) is a California non-profit corporation formed in 1974 and the Area Agency on Aging (AAA) for Santa Clara County area. The history and goal of the COASV has been for over 37 years of service providing leadership in addressing issues that relate to older Californians

  4. Senior Employment Experience • The Senior Employment Services department has run a successful homecare aide training program for more than 15 years under the Senior Community Service Employment Program (SCSEP).

  5. Homecare Aide Training History • The Senior Employment Services department’s history for the last 15 years has included conducting a minimum of one 60-hour homecare aide training class per quarter for 10-15 SCSEP participants 55+ in age and older per class: also included is a two-year period of additional training of approximately 250 County CalWorks recipients.

  6. Beginning • Initially the SCSEP program was more of a community based program that augmented senior participant’s wages and assisted local CBOs in their daily operations. • The homecare class was designed to teach people the aging process and some general techniques on how to properly take care of their elderly and handicap relatives and or friends.

  7. Adjustment • Around 2002 the SCSEP became more of an employment assisting program with mandated unsubsidized job placement goals. • COASV redesigned and changed the purpose of the homecare aide training class as a “Job Training Program” and revised the class curriculum and number of sessions plus the eligibility criteria for the student applicant recruitment.

Homecare Aide Description • The training program as fully described in the “ Homecare Aide Training Program” advertisement is based on sound healthcare principles, practical contemporary training curriculum, professional Certified Nurse (CN) instructors, Red Cross Certified CPR instructor, formal current text books and video materials and taught over a 60-hour, 20-session, accelerated class schedule over a 1-month time frame.

  11. Student Applicants • Must be ready and able to work as a caregiver-homecare aide in the health care field • Pass the CASA Exam – Reading Comprehension and Math Abilities – at the 8-9th grade level • Must be able to pass a background check • Committed to class schedule attendance

  16. Demand Program Benefactors Population, 2010, 1,781,642 for the San Jose area creates residents with a need for a HomeCare Aide – Caregiver Service. At risk elders and disabled persons in the community include the population of 221,000 (75% of the 295,500 population of 60 & over) who could benefit from the trained graduate caregivers of the home care training service.

County hire homecare aides and caregivers • Over 50 Assisted Living and Convalescent Homes plus hospitals hire homecare aide workers • 12,000 IHSS Recipients for Santa Clara County hire Independent Providers • Private Entities are available for Self Employed Caregivers or Independent Providers

  23. SUMMATION • The homecare aide training class has benefited those SCSEP participants that have less than high school education, seeking new careers, wanting to have flexible and part-time work schedules, and being self employed in a most economical and expedient time-frame.
