  4. Enrollment Practices • Best Practice: Allow time to build a relationship with the student as they complete all district and eligibility forms, initial assessments, and course enrollments throughout the first month. OFFICE OF SUPERINTENDENT OF PUBLIC INSTRUCTION

Opening the Door • Eligibility Form • -Over age 16, and not yet 21 as of September 1 • -Insufficient credits • Past grad year by 12 months • <70% at 12-24 months before grad date • <75% within 12 months of grad date • Never attended 9th grade, has 0 HS credits -OR, if not deficient- • -Recommended by DSHS case manager, or designated staff from juvenile justice / school district / tribal school / charter school / community educational advocacy system -Choice transfer in place (if applicable) -Initial assessment in Reading / Math -Courses are identified Prep for 9th grade level skills High school level skills High school credits toward a diploma Job skills program -First Time Enrollment requires student participation in the OD program on or before the count day. Weekly Contact and Monthly Face-to-Face For Continued Enrollment (beyond 1st three count days, including gaps) Attendancein Previous Month: Weekly contact (3+ days in a calendar week) May be one way; group emails must be directly relevant to each student included in the email Face-to-Face – 2 hours of contact – must be related to case management, instruction, or academic or career advising Indicator of Academic Progress (IAP) sometime during the previous 3 count months (not including September, which is treated as a “bye”) • For Continued Enrollment • (2nd & 3rd count days): • Attendance in Previous Month: • Weekly contact (3+ days in a calendar week) • May be one way; group emails must apply directly to the case management of each student included in the email • Face-to-Face – 2 hours of contact – must be related to case management, instruction, or academic or career advising OFFICE OF SUPERINTENDENT OF PUBLIC INSTRUCTION

Indicator of Academic Progress Best Practices: -Give students opportunities to earn an IAP each month they are enrolled. -Clearly note the IAP gained in the Weekly Contact documentation. -Request a definition of “significant gain” from the tool’s publisher and keep a copy of that correspondence on file for use in identifying IAPs. Indicators of Academic Progress (IAPs) • Completes a college readiness course at competency level • Completes a job readiness course at competency level • Completes a paid/unpaid cooperative work-based learning experience of 45+ hrs • First time enrollment in a college-level course • Completes an English as a Second Language (ESL) class • Completes an Adult Basic Education (ABE) class • Completes a series of short-terms industry recognized certificates totaling 40+ hrs • High school credit > 0.25 cr • >1 College credit • 40+ hr college program certification • 40+ hr industry certification • Passes a state board of education grad requirement test/benchmark • Passes a high school equivalency certificate measure • Passes a state assessment • Significant gain as defined by assessment tool’s determination of significant gain • Completes a grade level non-credit course (< 9th grade coursework) OFFICE OF SUPERINTENDENT OF PUBLIC INSTRUCTION

  11. Limitations on Enrollment • Best Practice: • Maintain Clear Communication with all parties and entities responsible for enrollment. No surprises on count day! OFFICE OF SUPERINTENDENT OF PUBLIC INSTRUCTION

Maximum FTE • Cannot also be simultaneously enrolled at the high school / ALE • Cannot have earned high school diploma or associate’s degree (GED is OK) • Maximum AAFTE of 1.00; Maximum 1.00 FTE in one month (including students shared with Special Education / ELL / Jobs for WA Grads) Maximum 1.6 FTE for students shared with Skills Center Maximum 1.2 FTE for students shared with Running Start • College course <100 level = 1.00 FTE (no voc funding allowed) • College course >100 level = generated FTE by cr/15 ; 15 cr = 1.00 FTE (enhanced vocfunding allowed) OFFICE OF SUPERINTENDENT OF PUBLIC INSTRUCTION

Program Notebook/Sharepoint Contents PROGRAM DETAILS • Letter of Intent, Scope of Work, Consortium Agreement on file • Calendar = 10+ months of instruction • 900 hours of instruction is available through the school year • Two hours of instruction per day is available to students • Instructional staff ratio < 1:25 - OR - • Instructional + support staff (under direct supervision) ratio < 2:50 • STAFF • Case management staff ratio <1:75 • Qualifications of staff: • Case Manager: minimum BA/BS Social work, counseling, education or related field; 2+ years’ experience in case management, counseling, or related field work for at-risk youth or 16-21 year-olds. • Instructional Staff: appropriate certification and endorsements or school board approvals for out-of-area assignments; or appropriate college staffing requirements.
