Also, np = 17.92 and nq = 110.08, both more than 10. Therefore, the sample proportions here are Normally distributed with mean p = 0.14 and standard deviation of 0.031.

The Central Limit Theorem says that the sampling model is approximately N(20.5, 0.42). A sample mean of 19.5 is more than 2 standard deviations below the mean. So it is unusual (p = .0086)
