EVOLVING THEME • Enhance Defence Capability • Better use of Reserve Forces on ADF operations • Continue integrated development of RAN and RAAF Reserves • Restructure Army Reserve Units to “here & now” roles • Have Reservist representation at all levels of command • Concentrate on retention of trained personnel and encourage transfer between components • Optimise Reserve conditions of service

BACKGROUND • 100 years of volunteerism, service and volunteer forces • World War 1 conscription debate • World War 2 mobilisation • Post World War 2 status of overseas service • First and Second National Service Schemes • Decline in strengths post-Vietnam • Successive reorganisations • Outsourcing of logistics • Low priority of Reserves

  4. IMPACT OF EAST TIMOR • Catalyst for change • 2000 Defence White Paper • Surge in defence spending and capability enhancement • Pledge of 3% per annum real growth to FY 2017/18

  5. RESERVE DEVELOPMENTS • Callout legislation in 2001 • Generational change • Key issue – PERSONNEL • Army to propose options for the contribution of ADF Reserves to Defence capability by end 2009 • Reserves as a force multiplier • Use them or lose them

  6. DRA CONSTRAINTS Need for experienced Reservists at all command levels Need for experienced Reservists in all planning and capability forums Insufficient transfers from ex Permanent Forces/Regulars

  7. ADF CAPABILITY INITIATIVES Balance between full-time and part-time components Greater operational focus for part-time personnel Long lead time capabilities and expansion base Better utilisation of civilian skills A better preparedness model Links with regions and local communities

DRA ISSUES • Quarantine funding • Plan High Readiness and Active Reserve capabilities • Restructure Reserve units • Equipment of Reserve units • Conditions of Service including • modern workplace remuneration system • annual part time contracts • superannuation • better protection for students • pay and conditions equivalent to Permanent Forces • sunset clause for tax free pay • Recognition of civil trades and qualifications • Greater use of civilian skills
