ARAD county • of the total 477,711 inhabitants, 201,820 persons represent the active work force in various branches of economy. • structure of the active population in big domains of economic activity is the following: agriculture – 20.4 per cent; industry – 37 per cent; construction – 4.1 per cent; education – 3.8 per cent; health – 3.5 per cent; transports and telecommunications – 7.3 per cent; services – 15.6 per cent; sylviculture, forest exploitation and pisciculture –1.4 per cent; commerce – 6.7 per cent; other branches – 0.2 per cent. • diversified labour market, a skilled and relatively cheap work force

SWOT analysis- STRENGTHS • The area is rich in natural resources • High number of educational centres • Cultural diversity – different nations live together day by day learning forms of adaptation and different skills from each other • Cross-border relationships • Arad county – outperforming the region in terms of infrastructure and employment, this latter driven by manufacturing, financial services, real estate and other services, public administration, education, health and social care • The area should be attractive for companies because of the cheap labour costs

SWOT analysis- OPPORTUNITIES • The more efficient exploitation of the natural resources would increase the number of work places and employment eg. tourism and rural tourism • Building on the cross-border relationships and utilizing the cultural diversity and the educational capabilities in this area the number of unskilled people can be reduced, focus should be on the leading sectors that have track record in job creating in the region (as in Strengths – 5.) • Infrastructure developments to Western Europe would improve chances of companies establishing branches in the area • Supporting the young generation in terms of education and creating families would be essential in future proofing the economy in the region

SWOT analysis- OPPORTUNITIES • Increasing and utilizing the internet penetration does not need brick and mortar infrastructure – remote employment is much more accepted in other parts of Europe • Within the region, increasing the mobility of people looking for jobs would increase their search area – again, in other parts of Europe people are more willing to commute • Atypical employment forms are spreading, and both the Hungarian and Romanian labour codes have seen changes that facilitate different forms of employment – it is important to educate employees/employers of these changes

SWOT analysis- WEAKNESSES • The infrastructure and information technology is less developed in this region than in Western areas of Hungary or Western Europe • Difficulty in accessing public services • Ageing population • Migration and emigration: people move away towards the West: either Budapest, Western Hungary or Western Europe • Low level of entrepreneurship – lack of knowledge in terms of starting and running businesses, lack of skills, lack of funding and capital • Based on Arad as best performing county: the highest decline in jobs was observed in transport, storage and communications, commerce, agriculture et co., mining and quarrying – these can be explained by the effects of the globalization (eg. small stores closing down, automization etc.) thus it is unlikely that these trends would turn around in the coming years

SWOT analysis- THREATS • With the current trends the proportion of young people is going to decline further, this will endager the existence of the educational facilities which will further reduce the level of knowledge and competitiveness in the area • Gap in development compared to Western regions, driven by lower FDI • Further migration and emigration – the current EU labour market makes it easy for people to move to different countries with lower taxes and/or higher salaries • Companies avoid the region because of the poor infrastructure and services • Low level of EU funding in the area, lack of focus driving lower awareness and FDI

  17. CONCLUSIONS OF THE BASELINE STUDY AND SWOT ANALYSIS: THE ONLY SOLUTIONS ARE TO EDUCATE AND FACILITATE DUCEAD

ACTIVITY PACKAGES • Organising workshops for partners, representatives of potential target groups and stakeholders (Months 1-3)- 3 occasions (1 RO, 1 HU, 1 joined in HU)- to finalise expectations and requirements for programme and curricula (MTESZ) Months 1-3 • Base-line study for fighting structural unemployment in the sector of public administration and disadvantaged young/elderly employees and unemployed people specific to the South East of Hungary and Arad County (MTESZ) Months 2-3 • Curriculum development for joint further education programme (with common subject content), reffering to a common cross-border approach of structural unemployment. Cross Border Euro-Entrepreneur course (defining objectives, methodology, skills, areas for education, subject content of modules (MTESZ, UVVG) (Months 2-3):

ACTIVITY PACKAGES • Modules: Communication&negotiation skills; Entepreneurial Skills; Cross-border socio-economic studies; SMEs Management; Marketing; How to Start a Business Venture?; Cross-border business legislation; Basic finance and accountancy; IT&C for SMEs; Hungarian Language for Business Purposes; • Recruiting target group for the course /6 groups for each country (12 persons/group): 72 - 72 persons/ (all countries) Month 3 • Implementation /delivery of Cross Border Euro-Entrepreneur course – 2 courses /1 in HU and 1 in RO/ (MTESZ+Romanian partner) Months 4-12 • Entepreneurial Skills and Cross-border socio-economic studies -one module (4 hour out of 12) in the other country in partnership with the corresponding lecturer.

ACTIVITY PACKAGES • Organising regular Entrepreneurial skills and Know-How consultancy on a weekly basis both for individuals (either those who would like to start their own businesses, or for those who will want to increase their labour market competitivity, we plan 3 hours per week for individuals and groups attending.

ACTIVITY PACKAGES • Establishing institutional networks and database for cooperation in the cross border business area to provide competences and know-how for access to business opportunities and employment (highlighting cross-border differences mainly in legislation and employment) (MTESZ, UVVG, FRIMM) Months 5-7 • Implementing and upgrading the webpage of the project to disseminate all information and results, best practices, exchange of information (MTESZ, UVVG, FRIMM) Months 5-12 • Elaborating and upgrading a cross-border business map of organizations operating in different business domains with specified profile and contact addresses (MTESZ, UVVG, FRIMM) Months 5-12
