  2. Intended outcomes for reform of ALN • More inclusive education system • Improved learner outcomes and well-being • Improved participation of learners • Increased trust and confidence of parents • Better partnerships between agencies/parents • Improved efficiency

  3. New more flexible systems • Move away from statement and become more school based • Individual Development Plans replacing statement with child at the heart of the process • Improving support for parents • Improved early intervention (Early support system established 0-5yrs) • Improved transition to adulthood (upper age limit increased from 19 -25 yrs) to encourage links with Employment

  4. Building capacity • Improving quality – School Action Plans • Professional development • Strategic initiatives – e.g.DFS • UPOSS – developing role of Special Schools • Web provision

  5. Professional Development and Performance Management • RPD – there will be a required Professional Development – NQT, EPD • APD – Agreed Professional development • Systems Leadership - promoted through SEF (School Effectiveness framework) All staff on continuum

  6. Continuous Professional Development • WAG review of CPD and Performance Management • ITT – entitlements of inclusion • Core NQT / EPD professional development • Mandatory ALNCo training • Explore potential to work with other agencies e.g. Health – Child Development courses

  7. Whose responsibility? • Schools? • Clusters? • Local Authorities? • Universities? • Consortia? • WAG? Current thinking is that funding will be linked to consortia and Universities
