  3. HRSA Update • Due to the absence of either an FY 2014 appropriation or Continuing Resolution for the Department of Health and Human Services, a number of government activities have ceased due to a lack of appropriated funding. 

  4. HRSA continued • With respect to your grant funding, the Department of Health and Human Services (HHS) will maintain the Payment Management System in an operational status to continue processing grant drawdown requests, so that payments can be made. The robust internal controls will ensure integrity of grant drawdown requests and payments. Given that you have received your award(s) prior to the gap in funding, you may be able to continue drawing funds during the appropriations lapse. However, if you received your notice of grant award with restrictive terms and conditions, or if your drawdown request triggers one of the Payment Management System edit checks and or the drawdown limit controls, you will not be able to drawdown funds.

  5. Healthcare.gov Update • Is experiencing an overload, therefore you may experience difficulties. • A possible solution would be to take the name and phone number of the individual, set an appointment for a few weeks out. • Please remind everyone that Oct 1 is only the beginning of registration. • Benefits don’t begin until Jan 1, 2014. Once premium is paid. Open enrollment lasts until March 31, 2014.

Program Certification Requirements Now that you understand how to navigate the system, let’s discuss the training and certification requirements. • As part of the standards for certification, you must: •Register with the Marketplace •Complete the training courses •Pass an examination at the end of each course •Disclose any conflicts of interest (if applicable) •Comply with the Marketplace’s privacy and security standards. •Enter into an agreement with the Marketplace

  7. INSTRUCTIONS FOR THE DESIGNATED ORGANIZATION TO ASSIGN UNIQUE CAC IDENTIFICATION NUMBERS TO ITS STAFF & VOLUNTEERS WHO WISH TO BECOME CERTIFIED APPLICATION COUNSELORS • 1. Identify the designee number assigned to your organization by CMS; • a. The designee number is included in the body of the email you received from CMS. It is an eight-character number assigned specifically to your organization (e.g., NYCACA00). • 2. As a designated organization, you are tasked with assigning your staff and volunteers with a unique CAC identification number.

  8. Authorization Form for O/E • An authorization form must be filled out every time you enroll someone in the marketplace. • It is best to customize the form. • Ask the individual to review sign and date the authorization form prior to beginning enrollment process.

  9. Track Now • Please provide your staff with the attached Outreach and Enrollment Encounter form. • This will ensure simplified quarterly reporting. • If you need assistance or have questions regarding O/E reporting please contact APCA.

  11. Reporting Requirements cont…….. [1] Health center outreach and enrollment assistance workers are any health center staff, contractors, or volunteer assistance personnel who are trained to facilitate enrollment of individuals into the Marketplace, Medicaid and/or CHIP. [2]This should include in-person education about affordable insurance coverage options (one-on-one or small group) and any other assistance provided to facilitate enrollment, e.g., setting up an account, filing affordability assistance information, receiving an eligibility determination, and/or selecting a qualified health plan or Medicaid/CHIP plan. [3] Include all individuals who received an eligibility determination, even if the individual is not determined to be eligible for Medicaid/CHIP or for a subsidy through the Marketplace.

Community Outreach and Enrollment • Get the word out via text, mail, radio! • Please visit: http://marketplace.cms.gov/getofficialresources/get-official-resources.html • Available on the website are brochures, fact sheets, public service announcement, and talking points. Print materials to hand out to patients, enrollees, and public at events.
