  3. 1. CLR SchemeOverview • Computerization of Land Records (CLR) pilot project was started in 1990-91 under 100% Centrally sponsored GIA scheme at Rewari district in Haryana • The project was extended to cover all 19 districts by 1997-98. NIC-Haryana State Centre

CLR SchemeOverview • Processes of CLR involved: • Entry & editing of Jamabandi • Checking and verification of Jamabandi by Patwaries • Validation & finalization of Jamabandi after thorough checking by Patwaries • Entry of all mutations to make the Jamabandi as on date. CLR SchemeOverview • Application software modules were developed on UNIX/FoxBASE+ platform • There was no linkage between various software packages • Though significant progress was made in Jamabandies data entry (92%), regular updating and issuing of Nakal of ROR was insignificant • Limited Nakal (ROR) services could only be started at few district HQs only. Need for HALRIS under CLR • HARIS implementation was initiated at Kaithal during June 2000. • HARIS implementation was extended at all Tehsils on Windows technology • All Software module of CLR scheme, under legacy system, were stand alone • There was no workflow automation, no linkages NIC-Haryana State Centre

Need for HALRIS under CLR • Linkage with Registration was not possible due to legacy technology • Decision of the state IT-PRISM to have a workflow based integrated Land Records Administration and maintenance System with linkage to Registration • So HALRIS was developed and a linkage was established with HARIS to achieve Integration of Registration, Mutations & Jamabandi. Nakal (ROR) Services • Through HALRIS Service Centres • There are two variants of Nakal & on-line query Services. • One produce the Jamabandi Nakal from the current database and the other produce the Nakal from the E-record room. • The Nakal is provided from the Public Info Counters at the Tehsil/Sub-Tehsil, E-record room at concerned location NIC-Haryana State Centre

  10. Nakal (ROR) Services • Web Enabled Access to Jamabandi • The interactive website http://jamabandi.nic.in has been developed and tested. The consigned/processed Jamabandi data will be published on Internet. • When the SWAN will be in place, the dynamically generated ROR (Nakal) services will be provided through SAN based data Centre, already established at Civil Secretariat, on anytime, anywhere basis.   11. Nakal (ROR) Services • Touch Screen Kiosk based services • Touch screen kiosk based interface has also been added to HALRIS. Services tested at Kaithal & Yamunanagar. Public will be able to get the latest updated record. • Once the SWAN will be in place, CSCs at remote locations will be setup under GOI scheme • It will add new dimensions to the delivery of services to the public in the state. HALRIS Implementation Methodology • Current Jamabandi Maintenance • Current Jamabandi is Centre of project, Changes come from Mutations, Rojnamcha, Farad Badars, Khasra Girdawari. • Two ways to create current Jamabandi • Jamabandi data available in Legacy environment, should be brought as on a reference date in new environment. • The data entry of fresh Jamabandies is to be done using the Jamabandi modules. HALRIS Implementation Methodology • Data Verification & Validation • The process of completion of current Jamabandi data entry, updating and verification must be completed • either by engaging Data Entry agencies • or through experienced Data Entry operators on contract basis. • 100% entered data must be verified and corrected. HALRIS Implementation Methodology • The 100% data validation should be done as on a reference date by respective Patwaries, Kanoongo & Tehsildars, • The hard copies of these validated Jamabandies have to be consigned in record room and in the form of database on HALRIS server at respective locations. • This is known as thereference Jamabandi NIC-Haryana State Centre

HALRIS Implementation Methodology • Mutations Incorporation (On-Line Village) • Using mutation input module all the old mutations are to be incorporated on validated Jamabandi to make it as on date. • This current (as on date) Jamabandi must also be validated by designated Revenue Officers. This way you will have On-Line Village. Process to be repeated for all villages. • The on-line services are to be started using HALRIS on this Jamabandi. NIC-Haryana State Centre

HALRIS Implementation Methodology • How to Stay On-line ? • Once a village is declared as on-line, stop manual issuing of Nakal and mutation writing by Patwari for on-line village. • Patwari at Tehsil Centre to be given responsibility for issuing nakal and mutation entry for on-line villages. • For mutations related with Tatima and Partition field Patwari will hand over draft mutation to Tehsil Centre Patwari. • Respective DC can be empowered to issue such notification. HALRIS Implementation Methodology • Directions given by Hon’ble Revenue Minister on 20th April, 2005 • To speed-up the data updating and verification process, at least two Patwaries would be posted at HALRIS Centre permanently. • There will be a rotation of Patwaries at HALRIS Centres after every three months. • The Naib Tehsildar, Tehsildar, or other identified officer at Tehsil/Sub-Tehsil, like NT(accounts), will be authorized to sign the computerized copy of ROR NIC-Haryana State Centre

HALRIS Implementation Methodology • It was decided that the computerization of Mutations and issuing of ROR would not be stopped due to some cases of pending standardization, court orders etc. The work will continue on remaining Khewats in a Jamabandi and mutations. • It was decided to make, the standard deed templates of HARIS, available to the public through HARIS/HALRIS centres so as to minimize the corruption and role of Private Deeds Writers. HALRIS Implementation Methodology • Administrative Re-engineering • NIC-HRSC and PWC consultant has submitted the procedural reforms and standardization in writing of Jamabandies & Mutations to DLR office. • A State level Change Management Committee, headed by DLR, has been constituted by FCR to study these recommendations. • The requisite reforms are must for successful implementation of the project NIC-Haryana State Centre

HALRIS Implementation Methodology • Nodal Officer • State Level • Must be identified at state Hq., with empowerment & authorization to approve Changes /customization, process re-engineering, legal & administrative reforms, and taking other relevant decisions • Required for speedy and successful implementation of the project. • Any customization in HALRIS to be incorporated only after written approval of State change Management Committee NIC-Haryana State Centre

HALRIS Implementation Methodology • Tehsils Level • Wherever, HALRIS is started, one nodal officer from Revenue department (Patwari / Kanoongo) should be made responsible to • Exclusively work in Tehsil computer Centre for all administrative matters, and • Ensure delivery of services to Citizens in a transparent and time bound manner. • District Revenue Officer may be the nodal officer at District level NIC-Haryana State Centre

HALRIS Implementation Methodology • Infrastructure • Proper site with UPS, GenSet, Printers, Scanner , Bio-metric device etc. should be in place. • The Client/Server based Hardware (one server & 6-8 PCs), and System Software should be installed before starting HALRIS at a Tehsil/Sub-Tehsil. • A high end server required at District Hq. to keep the updated record at e-record room. • Dedicated bandwidth required between Tehsil/Sub-Tehsil and district Hq. NIC-Haryana State Centre

HALRIS Implementation Methodology • Training of Revenue Staff • Extensive Training is must for all Revenue officials dealing with the Land Records. • There should be project specific training only. • Resource persons should be selected after completion of the training. HALRIS Implementation Methodology • Manpower Requirements • Dedicated professionals has been deployed for HALRIS software development, Integration testing and customization. • At least One Professional required at each district to maintain the e-record room and to attend to the day to day problems of Tehsils/Sub-Tehsils NIC-Haryana State Centre

HALRIS Implementation Methodology • At Tehsil level, at least one Professional required for operating & maintaining Server and other hardware, taking backups on server, maintaining log of users, ensuring system security and attending other implementation related issues. • The PCs at Citizen services windows can be operated either by existing revenue staff & identified Patwaries after going through requisite training, or by contractual data entry operators or through an identified Private Agency NIC-Haryana State Centre

  26. HALRIS Implementation Methodology • Haryana Project was reviewed by Dr. Renuka Viswanathan, Secretary Ministry of Rural Development, Govt of India on July 11, 2006 through Video Conferencing. Now the scheme will be implemented under the name CMLR (Comprehensive Modernization of Land Reforms). Future Central assistance will be available under CLMR scheme • Under NeGP, Land Records & Property Registration are two MMPs. • The proposal will be sent to GOI after approval from IT-PRISM for Funding.
