  2. WHY? • MDGs progress needs to be accelerated, notably for maternal and newborn health, but also for HIV, Malaria and TB (4, 5, and 6) • The overall goal of the new Health Systems Funding Platform is to strengthen country health systems by better integrating the delivery of services.

  3. What is it? • Is a way for development partners (GAVI Alliance, the Global Fund and the World Bank, with facilitation from t WHO) to improve how they work together in countries. • It will enable countries to use new and existing funds more effectively for health systems development, and help them access donor funds in a less complicated manner that is more aligned to their own national processes

  4. Process • The platform is country-driven and results-focused and also involves civil society and private sector participants. • The platform supports three vital elements at the country level: • One national health plan, including the identification of necessary technical and managerial needs; • One financial management and procurement arrangement, with shared audit; and, • One performance assessment framework, one shared annual report linked to a joint annual review and aligned with national cycles, and one monitoring and evaluation (M&E) system.

Expected results • Greater effectiveness: by reducing transaction costs and improving aid effectiveness. • Streamlining of processes: especially in financial management and procurement to secure and channel additional funding. • Strengthening evidence: by developing consolidated mechanisms for tracking resources for health that flow through the Platform and for validating, monitoring, and evaluating results.

  6. Entry points for CSOs • Countries will have the option of applying through one application form to both GAVI and the Global Fund for funding for health system strengthening. • Countries which have done a Joint Assessment of National Strategies (JANS) will have the option to submit a funding request based on the jointly assessed national health plan.

  7. Countries Updates • Joint Assessments of National Strategies (JANS) completed • Nepal, Ethiopia, Ghana, Uganda, Viet Nam • To be concluded: • Rwanda, Mail, Malawi, Kyrgyzstan • Nepal New funding NHS • Ethiopia and Viet Nam pilots ongoing • Harmonization and alignment of existing funding Benin, Cambodia, DRC, Sierra Leone in different ways.
