Introduction • Sweden is not part of ESSnet and the pilot study • Presenting SIMSTAT to the Advisory Scientific Board of Statistics Sweden in October 2014 • Professors from universities and representatives from other statistical institutes • Discussion and recommendations on future work • Main focus on methodological questions

What will happen if SIMSTAT is implemented? • Mandatory exchange of micro-data for dispatches • One/two new variables for dispatch • partner id and/or country of origin • Optional collection of arrivals (coverage rate not regulated in EU legislation) • Member states decide themselves how to use the exchanged micro-data • Not at all • Only for quality checks and asymmetry studies • Mixed mode: use the exchanged data to some extent and still collect some arrival data • Use the exchanged data and no collection of arrivals

Whatwillhappen in Sweden? • The burden for the Swedish dispatch PSIs will increase • Only collects mandatory variables today • Short term: Will not be able to use the exchanged micro-data due to resource constraints • Medium term: Use the exchanged data for asymmetry studies and quality checks • Long term: Have to reduce the burden -> lower the coverage rate for arrivals so less enterprises have to report and use the exchanged data

Opportunities and challenges • Response burden • Data quality • Time-series • Asymmetries • Confidentiality and trust of PSIs • Changes in publishing • Work process • Publishing date • Data handling and administrative problems • Collaboration and interdependence between NSIs • Control over the data

Questions for discussion • Which are the main challenges and how should we deal with them? • Which are the most important questions to discuss with Eurostat? • Do you see any problems with adding ‘country of origin’ on dispatch? • If using a mixed-mode approach, how will you handle it? • Results of the quality evaluation (DK)?
