Fully implement a rigorous, coherent, standards –based Language Arts Program using best first instruction and aligned interventions when necessary % of students scoring Pro/Adv on STAR will increase from 20% in 2009 to 50% in 2011 Fully develop and implement a rigorous, ELD program to support English proficiency by grade 5 With goal of all EL’s rising CELDT level by 1 each year, % of students rising one level will increase from 51% in 2009 to 80% in 2011 Strategies and Goals
