  1. Report on Nuclear Knowledge Management in Thailand by Lopchai Siripirom RCA workshop on Application of Knowledge Management Techniques at KAERI, Taejon, Republic of Korea. 10-14 November 2003

  2. OFFICE of ATOMS for PEACE BANGKOK , THAILAND.

  3. Nuclear Knowledge management in Thailand - Nuclear Legislation and National Nuclear Program • National Nuclear Education System • National Nuclear Training System - Conclusion

  4. 1. Background information; Nuclear Legislation Nov. 1954 established Thai Atomic Energy Commission. Apr. 1961 Atomic Energy for Peace Act was enacted and the OAEP was established (present was rename as OAP) Thai AEC comprise of 17 members from representativefromministry/organization concerned,chaired by Prime MinisterSecretary General of OAP is secretary to Thai AEC

  5. 1. Background informationThe Main responsibilities of the Commission (Thai AEC) * Regulatory roles pursuant to the Atomic Energy for Peace Act (define policy on utilization of nuclear energy, set up standards, lay down rules for control and implementation of activities subject to licensing, etc.);

  6. * Advise and submit recommendation on nuclear safety measure to Government; * Promoting the dissemination of knowledge relating to atomic energy.

  11. 1. Background information The Main responsibilities of OAP • Establish rules, regulations and measure for the control and regulation of the use of nuclear energy and waste management

  12. 1. Background information The Main responsibilities of OAP • Cooperate for nuclear affairs and foreign relations • Study, research, development and promote the use of nuclear technology including the operation of national research reactor and technology transfer.

  13. Infrastructure Prime minister Ministry of Science and Technology Thai Atomic Energy Commission Office of Atoms for Peace (OAP)Secretary General 15 Sub-Committees Deputy Secretary General (2) Office of Secretary Deputy Secretary General (1) Bureau of Atomic Energy Administration Bureau of Radiation Safety Regulation Bureau of Nuclear Safety Regulation Bureau of Technical Support for Safety Regulation Radioactive Waste Management Program Radioisotope Production Program Research Reactor and Nuclear Technology Operation Program Radiation and Nuclear Safety Program Irradiation for Agriculture Research Program Chemistry and Material Science Research Program Physics and Advanced Technology Research Program Electronic Instrumentation Center

  14. 1. Background informationBrief Responsibility of Regulatory Division at the OAEP • Bureau of Nuclear Safety Regulation is responsible for control of nuclear reactor. • Bureau of Radiation Safety Regulation is responsible for control of radioactive materials and radiation protection aspects.

  15. 1. Background informationBrief Responsibility of Regulatory Division at the OAEP • Bureau of Atomic Energy Administration is responsible for co-ordination of AEC meeting and legislation aspects. • Bureau of Technical Support for Safety Regulation is env. rad. Surviellance, dosimetry and nuclear material control.

  16. Background informationPresent situation of nuclearprogram Existing research reactor has been licensed by the Commission (before establishment of regulatory gruop). Presently, the applicant for reactor operation licence has to submit the application form together with SAR to NFSS through the BNSR. Licence will be issued by the Commission upon recommendation of the NFSS.

  17. Background informationPresent situation of nuclearprogram • There is no clear government policy to launch NPP in Thailand. • Research and development including education and training arefocus on non-power application.

  18. 2. National EducationEducation on nuclear related program • Undergraduate graduate program Course syllabi for nuclearengineering program are prepared, awaiting for full implementation. • Graduate education program Diploma in Nuclear Technology Master of Science in Nuclear TechnologyMaster of Engineering in Nuclear TechnologyDoctor of Philosophy in Nuclear Engineering

  19. 2. National educationResearch in nuclear field at CU focus on industrial application nuclear reactor and power plant nuclear materials nuclear electronics and instrumentation radiation measurements and applications

  20. 2. National educationResearch in nuclear field at CU focus on • radiation chemistry and radiation processing • radioisotope production and utilization • radioactive waste management

  21. 2. National education Development arrangement Thai Canadian Human Resources Development Project International collaboration with Japan and France • allow students to do some course work and research in Canada, Japan and France. • scientific exchange program

  22. 3. National TrainingRadiation protection Level I - for worker who has background at least diploma level - sealed source Level II - for for worker who graduate in at least bachelor degree - unsealed source Level III - for radiation safety officer

  23. 3. National TrainingOther training related to nuclear/radiation safety OAP; * Training course on Reactor operation * Training course on nuclear energy utilization * Training course on non-destructive testing

  24. 3. National TrainingOther training related to nuclear/radiation safety * Training course on operation of gamma irradiator * Program on Better Understanding of Nuclear Energy - Youth Nuclear Camp - Nuclear Knowledge Contest - OAP Facility Visit and Nuclear Science Exhibition

  25. 3. National TrainingOther training related to nuclear/radiation safety Thai-Canadian HRD Project; * Training course on reactor physics, reactor kinetics, thermalhydraulics and etc. Future plan;

  26. 3. National TrainingOther training related to nuclear/radiation safety * Training course on basic nuclear safety for professional using IAEA materials is planed to be performed in late 2004. * Setting up and implementation of national knowledge management policy and strategy (Dec. 2004).

  27. 4. Conclusion Nuclear program started in 1954. Only one research reactor is being operated. No clear policy on nuclear power plant program. Nuclear knowledge is limited. Training is provided to serve in specific areas but not much in nuclear safety.

  28. 4. Conclusion Special program such as Youth Nuclear Camp is very effective tool for nuclear knowledge dissemination.
