Perspective of Developing countries • The internet is a disruptive technology, vital for their economic development and their integration in the modern world. • Their infrastructure may not be threatened immediately, • But this is just a question of time and… • Their economic life as well as their governance are already threatened! • The internet requires investments to avoid the continuation of the digital divide, differently

  4. Africa Africa has the lowest penetration world wide But this is not because the population is reticent… It is the area where the penetration increases the fastest.

  5. Forum for Incident Response Security Teams (FIRST) 1 CERT in: Tunisia, Morocco, Egypt and 3 in South Africa (=6): Not good enough

  6. Africa has a liaison in this most important institution

Why does the rest of the world need more from Africa? • Cyber criminality: • Heaven for Cyber criminals • Tracing back attacks (24/7 network) • Propagation of cyber infections • Pocket of infections • Pirated software • Not enough Antivirus • Trade and banking interactions require Africa to have the same security standards as Europe and the US • How many businesses has Africa lost already because of that??

How Africa could improve fast and well • By investing in AfricaCERT • APCERT could be taken as an inspiration • But in same way that AFRINIC is different from APNIC, AfricaCERT could have its unique features • AfricaCERT could be: • the interface between the continent and the rest of the world (including ITU…), • the repository of all the relevant data, • the place African CERTs could go to in case of need, • the coordinator for cybersecurity in Africa

To accomplish that… • AfricaCERT should be given the means and a mandate • All sorts of institutions worldwide have shown interest in AfricaCERT • All the African countries should be involved in the building of such an institution, in which they should find benefits for themselves • Its success is an imperative and it can come only from its members, namely you…
