    1. Rubber Glove Use Safety Rule Application Training This training is necessary to ensure proper application of the Rubber Glove Use policies identified in the Entergy Transmission and Distribution Safety Manual. This document will discuss rubber goods use from the General Section 5.0 and the Substation Section 10.0 of the safety manual. Substation Section 10.0 discussion of rubber glove use does not exempt substation personnel from General Section 5.0 glove use requirements.

    2. Rubber Glove Use Safety Rule Application Training The need for this training is associated with a lack of clarity in the current rule 10.9 in the Substation Section of the safety manual. The TSAB Relay Functional Team (RFT) has modified 10.9 to add the clarity needed to greatly reduce the risk of misinterpretation of the rule going forward. These changes have been approved and accepted by the SAB LC and the TDOC.

Rubber Glove Use Safety Rule Application Training General Section 5.0 Rubber Gloves and Sleeves (page 32) 5.0 Rubber gloves shall be worn: When operating gang-operated air break switches from the ground even though the switch handles are grounded. When changing or moving ground wires or neutrals on energized equipment. When setting/removing meter. Rubber gloves shall be worn at all times while working within four feet of primary or within reach of secondary. A rubber glove zone flag shall be attached to the pole four feet from the primary or within reach of secondary. Appropriate rubber gloves shall be worn anytime an employee is above this flag. Sleeves are also required while covering or uncovering multiphase circuits at 12 kV or greater from an insulating device. On structures where the distance between phase is six feet or greater, sleeves are not required.

Rubber Glove Use Safety Rule Application Training Section 10 Substation General (Existing 10.9 and associated table) 10.9 A minimum of one level of protection shall be used while working on energized circuits 50 600 volts (Gloves or V-Rated Tools). Gloves should be the first choice due to flash hazards. Both should be used when reasonably possible (refer to table E1 for glove class).

Rubber Glove Use Safety Rule Application Training General (Updated 10.9 and Table) 10.9 For Substation and Relay activities, a minimum of one level of protection is required on protected circuits (low voltage breaker or fuse) between 50 250 volts (gloves, v-rated tools or v-rated meter). A minimum of two levels of protection shall be required for unprotected circuits 50 250 volts and all circuits 251 600 volts. In these cases, gloves shall always be worn as one of the two levels of protection. Refer to table E1 for glove class. The second level of protection can be v-rated tools, v-rated meters or low voltage cover.

    11. Rubber Glove Use Safety Rule Application Training This presentation shows significant differences in the secondary voltage exposures and the associated risks on distribution circuits and inside a substation. Due to the different risk factors, the mitigation for the two work environments are also different, as well.

    12. Rubber Glove Use Safety Rule Application Training The objective of this presentation is to directly address the rubber gloves use policy in the substation section of the safety manual. The original rule 10.9 as written did not convey the total message needed to provide consistent application and adherence to the intent of this rule. The modifications to 10.9 are to provide the needed clarity without compromising the intent of the original safety rule.
