Introduction •   “Stealing is bad enough, ripping off the poor is disgusting.” – quote of the World Bank President in the 2010 conference of International Corruption Hunters Alliance • Our getting together again in 2012 is to “draw strength, learn from one another and create a global alliance of thoughts that can be translated into meaningful actions as per local conditions.”

India and the World- in short since ICHA 2010 India World Arab springs spread wings UNCAC 2003 takes firmer roots with first phase of review mechanism making progress At Marrakech in October 2011, IAACA approves a work plan and presents the same to the conference of State parties The plans for a IAACA Task force for implementation of an approved work formalised World Bank holds 2nd ICHA • Signatory since 2005, India ratified the UNCAC in 2011 • In the IAACA general body at Macao in Nov 2010, India proposed working as Team One World to build a Knowledge sharing portal • On 9th Dec 2010 CVC India launched Project Vigeye at New Delhi which was later integrated with GPMS – This is a citizen empowerment initiative to fight corruption • CVC India brings Vigeye – GPMS to the World centre stage

What is… • VIGEYE • Acronym for Vigilance Eye • Empowers citizens to keep an eye on the corruption taking place in their neighbourhood • Vigilant and public spirited citizen capture information on corruption and pass them on to a central server in the cloud • They are acknowledged and enabled to track the processing of this information leveraging available technologies • GPMS • An abbreviation for Global Project Management System • World’s best practices on how to get things done are used to process the information, as it gets validated, collated, analysed and transformed to actionable intelligence • Crowd sourcing is extensively used in the information processing

How Project Vigeye works… • A citizen with a mobile sends a sms VIGEYE to a designated number • An patent pending application gets downloaded to the said mobile (Currently about 100 models are supported) • The citizen sets up the application on the handset and gets ready to use the same • The citizen is now empowered to capture voice, document, photo, video, or even a signed note, validate the same and transmit it to the central server • Central Processing then takes over after acknowledging and giving a complaint ID to the sender for tracking progress achieved in processing the information

How GPMS works… • Global Project Management System is another set of applications that helps to track progress of public funded projects from conception to completion • With the willing participation of all stakeholders, who share information in their domain responsibly through the central platform called GPMS, the information continuously gets collated and analysed and presented to domain experts for their inputs and interventions • GPMS serves as a knowledge management portal through which capacity and skill building interventions for all stakeholders are made possible • A network of networks enables to gets things done

Weaknesses • Adequate Publicity not given– only 7231 vigeyes registered till date, out of which 1800 were registered within first 10 days • Though some complaints were followed up, better complaint tracking and closure would have prompted more citizens to participate with confidence. • Need more clarity in ownership and responsibility for the complete and effective adoption and use of the system • Capacity building programs need to be organised continually • A Call processing centre is still to be established due to cumbersome tender process and delay in resource allocation • Attitudinal changes need to be brought about and can be achieved only through persistence
