CBRN-TIM Defense Special Staff Annex • Purpose: • Outline the CBRN-TIM Special Staff concept within the Combined Task Force (CTF) Headquarters. • Overview: • Assist the Commander (CCTF) and CTF staff to address CBRN-TIM operational challenges. • Tasks: • Primary planning element for CBRN-TIM Defense and for CM operational planning • Directly support the C5 Plans cell (PLANS) and C3 Future Plans (FOPS) planning cell and Current Operations (COPS) planning cell • Provide detailed advice and assistance to all of the CTF primary staff.

Why? • “The CBRN-TIM cell was combined into the Operation Protection cell . . . consisted of CBRN, EOD, Military Police, and Air Defense Artillery . . . focused almost solely on Anti-Terrorism/Force Protection issues; almost all of the CBRN and Consequence Management staff actions were worked by Future Operations and Plans.” COBRA GOLD 06 CBRN-TIM Assessment 31May06 • “Develop requirements and Annex under Special Staff section of MNF SOP.” USPACOM J7 Approved Proposal in IPR 12Jul06

Consequence Management Annex • Purpose: • Outline consequence management (CM) operational scope and planning considerations for the Combined Task Force (CTF) • Overview: • Assist the Commander (CCTF) and CTF staff to address CM operational challenges • Tasks: • Provide context, mission focus, and concept of operations for CTF CM efforts • Establish Decisive Points and Supporting Effects for CM missions • Develop key CM assumptions and planning considerations

  7. Consequence Management Context • 25+countries possess or are developing CBRN • 25+ countries possess ballistic missiles • 75+ countries possess cruise missiles • 40+ possess UAVs • Worldwide proliferation of WMD technology & expertise • Increasing availability of dual-use technologies

Nuclear Threat • Spreading from first to second and third tier countries • Increasing emphasis on tactical warfighting nuclear capability • Movement from state to non-state proliferation CW / BW Threat • Biology is most advancing technology • Capability can be developed without state support Delivery Means Threat • Conventional & unconventional means - innovation & proliferation Bottom Line: • CBRN-TIM events are becoming more, rather than less likely • The MNF must be prepared for such an event
