City Comprehensive Plan Policies • Amendments are intended to • Accommodate and manage the City’s rapid growth • Establish procedures for the orderly conversion of land from rural to urban use • Encourage efficient use of land inside City limits • Encourage public facility planning & coordination between City & County • Replaces or updates several Plan chapters; overall Plan will be updated through 2007

City Comprehensive Plan Policies Chapter 10: Housing • Average residential density: 7.5 units per gross acre, 5.9 units per net acre • Establish criteria for high density neighborhoods, such as open space requirements • Manufactured homes may be in manufactured home parks, etc., allowed in UGB, but City is not required to provide for them • Target densities: • Low Density Residential: 2 - 5 units per acre • Medium Density Residential: min. 4 units per acre • High Density Residential: min. 8 units per acre

City Comprehensive Plan Policies Replace this policy: • The City shall provide for mobile home or manufactured dwelling parks within the UGBs to allow persons and families a choice of residential settings With this policy: • Manufactured homes may be located in mobile home parks, manufactured home subdivisions consistent with ORS 197.303(1)(d) to allow persons and families a choice in residential products Why: • City will not develop MH parks, but allows them • City is beginning a comprehensive AH study & plan

Purpose: to provide for one principal means of implementing the Redmond Comprehensive Plan. POLICY • County adopts by reference the goals, policies, programs, elements & statements of intent of the Redmond Comprehensive Plan, the officially adopted comprehensive plan for the City of Redmond and its surrounding UGB

City & County Urban Holding Zone - 10 • Replaces EFU & MUA-10 zoning districts in UGB • Purpose: Holding zone for future urban expansion • Minimum parcel size 10 acres, allows agricultural uses & a single family dwelling • Master plan approval required before urban zoning designation & development occur • Right-of-ways protected by Redmond Street Grid Policy • Owners must apply for farm use assessment • City administers UH-10 in UGB (County jurisdiction) via Joint Management Agreement
