Chapter 10: Housing

  • Average residential density: 7.5 units per gross acre, 5.9 units per net acre
  • Establish criteria for high density neighborhoods, such as open space requirements
  • Manufactured homes may be in manufactured home parks, etc., allowed in UGB, but City is not required to provide for them
  • Target densities:
    • Low Density Residential: 2 - 5 units per acre
    • Medium Density Residential: min. 4 units per acre
    • High Density Residential: min. 8 units per acre

Replace this policy:

  • The City shall provide for mobile home or manufactured dwelling parks within the UGBs to allow persons and families a choice of residential settings

With this policy:

  • Manufactured homes may be located in mobile home parks, manufactured home subdivisions consistent with ORS 197.303(1)(d) to allow persons and families a choice in residential products

Why:

  • City will not develop MH parks, but allows them
  • City is beginning a comprehensive AH study & plan
