  2. Purpose of Today’s Session • Explain Permit Reissuance Schedule and Public Process • Explain changes proposed by Ecology • Answer questions

  3. Reissuance Background • Federal regulations: NPDES Permits cant be issued for more than 5 years • Current Permit expires Jan 1, 2015 • Federal regulations: Facilities must re-apply 180 days before expiration • Ecology sent instructions in May • Electronic Applications • Due date: July 5, 2014

  4. Reissuance Schedule • May 7: Ecology released Draft Permit and Fact Sheet • Began Public Comment Period • May-June: Public Workshops/Hearings • June 20: Close Public Comment Period • Ecology reviews public comments • Makes appropriate revisions

  5. Reissuance Schedule • Nov 19: Issue Final Permit • Response to Comments • Permit coverage issued to facilities • Appealable • Jan 1, 2015: Final Permit Effective • Supersedes existing permit

Sampling • Sample Timing • One sample per quarter • Sample “1st Fall Flush” on or after Oct 1st • Sample within 12 hrs of discharge • Sampling Locations • All discharge points sampled unless “substantially identical” • If numeric effluent limits, must sample those parameters at each discharge point.

  18. S4. Sampling • “Consistent Attainment” of Benchmark – Suspend Sampling • 8 consecutive quarters • “No Discharge” quarters don’t reset the consistent attainment tally
