  1. Special and General Grant Provisions Homeless Veterans’ Reintegration Program (HVRP) Veterans’ Workforce Investment Program (VWIP) Grants and Cooperative Agreements

  2. HVRP/VWIP General and Special Grant Provisions • Are the terms and conditions of the grant award – “the fine print”. • Mailed to the grantees along with the grant award documentation. • I. Administrative Provisions • Where all of the applicable Code of Federal Regulations are referenced.

  3. General Provisions – Continued Modifications to the Grant • Unilateral Grant Modification by Grant Officer (changes in federal statute, regulation, Executive Order, or other federal law). • Grant Changes Requiring Grant Officer Approval (changes in scope, budget, grant objectives, 2nd & 3rd year funding).

  4. General Provisions – Con’t Allowable Costs • Expenditures that are allowable, allocable, and reasonable and in accordance with approved grant award agreement. Interest Earned from Program Income • Grantees are to maintain HVRP funds in an interest bearing account and are allowed to keep up to $100 in interest earned per year for adminstrative expenses.

  5. General Provisions – Con’t Property Acquisition and Management • DOL reserves the right to take title of any and all property with a unit acquisition cost of $1,000 or more if purchased with grant funds when the grant terminates or if the property is no longer required.

  6. HVRP & VWIP 2008 Special Grant Provisions • I. Scope • A. General - The grantee shall conduct HVRP and VWIP as described in its application for federal assistance in accordance with all terms and conditions of the grant award. • B. Program Requirements – The grantee will provide services in accordance with the performance goals as described in their proposal and incorporated into the attached grantee Planned Common Measures Quarterly Technical Performance Goals form.

  8. HVRP & VWIP Special Program Requirements • To be eligible for participating in the Homeless Veterans’ Reintegration Program, a veteran must be homeless as defined in the Homeless Veterans’ Comprehensive Assistance Act of 2001 HVCAA), P.L. 107-95). Participant Definition

  9. Special Program Requirements The term “homeless or homeless individual” includes persons who lack a fixed, regular, and adequate nighttime residence. It also includes persons whose primary nighttime residence is a supervised public or privately operated shelter designed to provide temporary living accommodations; an institution that provides a temporary residence for individuals intended to be institutionalized; or a public or private place not designed for, or ordinarily used as, a regular sleeping accommodation for human beings. [42 U.S.C. 11302 (a)].

  10. VWIP Special Program Requirements Participant Definition • Must be veterans with service-connected disabilities, significant barriers to employment, veteran who served on active duty in the armed forces during war or in a campaign or expedition for which a badge has been authorized, or recently separated ( within 48 months of release or discharge).

  11. HVRP Program Coordination • Grantees shall coordinate their programs with other providers of services for veterans and for homeless individuals, including services provided under McKinney Homeless Assistance Act and their respective state for other services.

  12. HVRP Outreach Staff • Preference in hiring outreach staff, or staff with direct participant contact, such as case managers or counselors, whose salaries are paid for out of HVRP funds shall be given to veterans who have experienced homelessness.

Participant Records – Con’t • Individual Employment Plan (IEP): • Which includes an assessment of barriers to employment including skills deficiencies and service needs as well as strengths; and • Specific services and referrals planned and benefits to be achieved as a result of the program participation.

  14. Participant Records – Con’t Participant records shall include: • Verification of veteran status (DD214, VA Confirmation Report or VA ID Card). • Circumstances of homelessness. • Assessments of health and mental health status. • Current or previous social, health, or mental health services received. • Education and employment history.

Participant Records – Con’t Staff will document in each participant record: • Education, employment history, and marketable skills, licenses, credentials. • Average hourly wages and number of hours worked per week of all participants placed into employment at 90 days and at 180 days after exit quarter.

  19. Grantee Cooperation • Grantees shall also cooperate with the Department of Labor, Department of Veterans Affairs, and the Inter-Agency Council on Homelessness concerning requests for specific data, as approved by DOL-VETS. • Grantees shall network with the Veterans’ Service Organizations (DAV, VFW, American Legion, AMVETS, VVA, etc.) • The HVRP grants include two cooperative agreements that will continue to assist HVRP grantees through the HVRP National Technical Assistance Center

  20. Grantee Responsibilities • Grantees shall be responsible for participants being provided or referred to: • Employment Services • Training Services • Health Care Services • Counseling Services • Rehabilitative Services • Housing Assistance

  21. Grantee Responsibilities – Con’t • Grantees shall be responsible for performing a “preliminary assessment” of each participant’s eligibility for Department of Veterans Affairs (DVA) service-connected disability, compensation, and/or pension benefits. • Grantees will track progress of DVA claims and report outcomes in case management records.

  22. Grantee Quarter Due Dates: • Quarterly reports are due • 1st Qtr – October 30th • 2nd Qtr – January 30th • 3rd Qtr – April 30th • 4th Qtr – July 30th • 90 day – (5th Qtr) Oct 30st • 180 day – (6TH Qtr) Jan 30st • 270-day – (“Final” Report) April 30th -

  23. Summary: The PY Quarterly Report Package should include: • GOTR/DVET Written Summary Report • Grantee Narrative w/success story(s) • SF 269A, Financial Status Report • SF 272, Fed. Cash Transaction Rpt. • Grantee Fiscal and Technical Performance Report • On-Site Monitoring Report no later than the 2nd or 3rd Quarter of the PY. • Common Measures Spread Sheet • CAP if required

  24. Grantee Responsibilities – Con’t The grantee will submit a follow-up report showing results and performance at 90 and 180 days after the exit quarter. The grantee will submit a “Final” follow-up/longitudinal report showing results and performance at 270 days after the exit quarter.

  25. Reporting Requirements 90-Day Follow-Up Report: No later than 120 days after the active grant performance period (October 30) the grantee must submit a follow-up report showing results and performance as of the 90th day after the grant active performance period (September 30), and containing the following: 90-Day Follow-Up Report will contain the following: (1) Financial Status Report SF 269A (2) Technical Performance: this will include updated 90 and 180 after exit quarter retention in employment data for all participants that entered into employment during the active grant performance

Reporting Requirements 180-Day Follow-Up Report: No later than 210 days after the active grant performance period (January 31), the grantee must submit a follow-up report showing results and performance as of the 180th day after the active performance period (December 31), and containing the following: (1) Financial Status Report SF 269A (2) Technical Performance: this will include updated 90 and 180 after exit quarter retention in employment data for all participants that entered into employment during the active grant performance

Reporting Requirements Con’t 270-Day “Final” Report: No later than 300 days after the active grant performance period or April 30th the grantee must submit a “final” follow-up/longitudinal report showing results and performance as of the 270th day after the active performance period or March 31st, will it will contain the following: (1) Financial Status Report SF 269A (2) Technical Performance Report: this will include updated 90 and 180 after exit quarter retention in employment data for all participants that entered into employment during the active grant performance.

  28. Reporting Requirements 270-Day “Final” Report: 1) Total number of veterans placed into employment during the entire grant period; 2) The number of veterans still employed after the 180 day after exit quarter follow-up period; 3) If the veteran are still employed at the same or similar job, and if not, what are the reason (s), 4) Whether training received was applicable to job held; 5) Average hourly wage at placement and number of hours worked per week during the follow-up; 6) An explanation regarding why those veterans placed in employment during the grant period, but not employed at the end of the 180 day after the exit quarter follow-up period, are not so employed and 7) Any beneficial suggestions to improve the overall program

  29. Reporting of Program Performance • Grantees shall submit on a federal fiscal quarterly basis, a comparison of actual accomplishments vs. planned performance levels. • Grantees report other pertinent information, i.e., personnel activity, community activities, admin and programmatic problems with proposed solutions on a quarterly basis to GOTR. • An explanation for variances of +/- 15% of planned and/or expenditure goals. The explanation must also include corrective action plan and timetable.
