Challenging Environments • Increased focus on Infrastructure failure as MDG deadlines approach • India and China making wholesale investments in rural road infrastructure, domestically and overseas • Continuing decentralisation of road governance • New forms of road financing around road funds, private sector involvement etc • SEACAP & AFCAP renewing focus on good practice around community access infrastructure & services • Bilaterals & some agencies move to supposedly more integrated rural approaches

  3. Maintenance challenges • Sustainable, Affordable, Low Volume Rural Road (LVRR) Management and Maintenance systems • Maintenance needs for various surface options • Realistic maintenance capability assessment techniques • Bio-derived road sector products (especially dust suppressants, stabilisers and seals)

  4. Appraisal challenges • Cost-benefit analysis for LVRRs (especially valuation of non technical issues and social benefits and the role of community participation) • Vehicle Operating Cost v surface type and condition relationships for various environments and means of transport

  5. Getting Research into Practice • How do we develop effective Knowledge Mainstreaming mechanisms and support environment? • How do we improve Professionalism in the sector? • How do we mainstream Rural Transport Knowledge in Training and Education? • How do we promote the production of rural transport knowledge?

  6. Interaction between mobility and other policy areas • How do we mainstream gender in decentralised rural road decision-making and delivery? • How do we promote Agriculture and Rural Transport sector synergies and cooperation? • 'Beyond Roads' – what complimentary initiatives? • How do we promote Rural Transport services? • What are the interactions between rural mobility and the MDG's particularly maternal and child mortality, HIV/AIDS and education? • How do we promote Community participation in decision-making and delivery?
