A Couple of Definitions • Coordination – collaboration and coordination among stakeholder institutions to supply/use transportation resources effectively and efficiently • Mobility management – services and activities to help individuals to find and use available travel options to get where they need to go CalACT Spring 2007 Conference

Regional Context • High desert – basin & range topography • Sparse, dispersed population (2.3 persons/sq. mi.) • Remote – extensive travel distances • Few health care facilities • No passenger carrier services • 20% elderly population and g-r-o-w-i-n-g • 21.5% poverty rate CalACT Spring 2007 Conference

Historical Milestones • 1998 – Established Transportation Manager position, purchased vehicles and selected contract operator • 1999 – Sage Stage (public transit) start-up • 2000 – Public meetings & workshops - Mission Statement • 2001 – “Voucher system” for social service agency clients to use public transit • 2002 – Social service agencies “contribute” to transit ops • 2003 – MCTC leads rural regional partnership projects • 2004 – Add resources (staff, training & specialized vehicles) • 2005 – Open Modoc Mobility Management Center CalACT Spring 2007 Conference

Development via a Series of Purposeful Projects Non-Emergency Medical Transportation Plan • State Environmental Justice grant + local funding • Define needs (justify future funding) • Inventory health care and transportation resources • Use inclusive participatory process • Develop service strategy built on local resources that avoids duplication and improves productivity • Identify travel options and alternatives • Create mobility net (NEMT and more) CalACT Spring 2007 Conference
