  2. Welcome ! Whether you are a new or returning delegate I hope this overview will help make your experience in the ASHP House of Delegates (HOD) more rewarding and effective. This slide show reviews the flow of the House and your responsibilities. If you have questions, please email me at hudsonteresaj@uams.edu or ASHP staff at devp@ashp.org for an individual response. You can also find much information about the HOD (including answers to Frequently Asked Questions) on ASHP’s Web site (www.ashp.org). In the left column of the home page, click on “About ASHP”; then “House of Delegates.”

  3. HOUSE OF DELEGATES • Required by ASHP Governing Documents • A yearly session • Consists of two meetings

  4. COMPOSITION OF HOUSE • 163 State Delegates • 12 Directors/Officers • ASHP Past Presidents in attendance • 5 Fraternal Delegates (representing federal services) • 6 Section & Forum Chairs

  5. ROLE OF DELEGATES • Review & Oversee Professional Policy • Understand Issues on HOD Agenda • Provide Perspective of ASHP Members • Report back to ASHP Members • Mentor New Delegates

  6. PREPARING FOR THE HOD Regional Delegate Conference (RDC) First things first! Definitely plan to attend an RDC. This is an opportunity for all delegates to gain a better understanding of the issues, review and discuss the business of the House, and begin “connecting” with fellow delegates. Scheduling information is in your binder under the tab “RDC”. Read through the reports coming to the House in advance of the RDC. If your time is limited, start with the section labeled “Reports on Councils.”

  7. USE THE WEB TO HELP PREPARE ASHP Web Based Dialogue Next …. Go on the Web to discuss the issues and see what other delegates have to say Virtual Talk on the ASHP Web site is available from April through the June House Session http://www.ashp.org/ashponline

DUTIES OF DELEGATES - 1 • Attend Regional Delegate Conference (RDC) • Participate in ASHP Web Based Dialogue • Participate in Open Forum for Members Plan to arrive in San Francisco in time to attend this interactive session (open to all, not just delegates), on Saturday June 23rd, 2:30 to 4:30 p.m. http://www.ashp.org/ashponline

DUTIES OF DELEGATES - 2 • Attend Delegate Refresher with Chair of HOD and Parliamentarian Saturday, June 23, 4:30 to 5:30 p.m. • Participate in Caucus Sessions Sunday and Tuesday at the Summer Meeting • House of Delegates(Sunday and Tuesday) • Delegates Reception (Monday evening) http://www.ashp.org/ashponline

  10. ASHP PROFESSIONAL POLICY • Official ASHP positions about pharmacy practice • Foster improvements in pharmacy practice and patient care • Provide guidance to ASHP members and other practitioners • Practice guidance documents reflect “goals”

  11. HOUSE BUSINESS • Reports of Officers • Supplemental Board Recommendations (Relating to discontinuation of two policies) • Resolution • Board Reports on Councils • New Business • Recommendations(both meetings)

  12. REPORTS OF OFFICERS • Report of the Chair of the Board - Supplemental Board Recommendations • Report of the Treasurer • Report of the Executive Vice President

  13. RESOLUTION • Another avenue for ASHP members to initiate professional policy in the House • Requires 2 ASHP members to introduce • Must be submitted 90 days in advance of first meeting of the House • One submitted in 2007

  14. BOARD REPORTS ON POLICY COMMITTEES • Council on Education and Workforce Development • Council on Pharmacy Management • Council on Pharmacy Practice • Council on Public Policy • Council on Therapeutics

POLICY RECOMMENDATIONS FROM POLICY COMMITTEES • Policies from each committee are presented in one block to the HOD • At the request of any Delegate any one policy in the block can be taken up and voted on separately • Policy Recommendations not extracted from the series shall be voted on “en bloc”

PROCESS DETAILS - 1 • Board “approves” policy recommendations and sends to the House • House reviews, modifies, approves, refers, or rejects the policy • If not approved by the House, the reason shall be noted and the policy shall be returned to the Board • The Board shall “duly consider” any amendments during the interim Board meeting

PROCESS DETAILS - 2 • After receiving Board’s report on due consideration of amendments, the House may, by 2/3 vote, reconsider an issue; sometimes this leads to adoption of the original proposal • If on reconsideration, the House fails to approve the matter, the reason shall be noted and the matter will be returned to the Board again for report at the next session

  18. NEW BUSINESS • Proposed by Delegates only • Must be submitted in writing by 4:00 p.m. Monday, the day before the second meeting • Should include appropriate background material • House may refer or reject

  19. RECOMMENDATIONS(Received for Later Consideration) • Identify topics for further review and policy development • Any delegate may make a Recommendation • May be received at both meetings • Referred to appropriate ASHP body (Council, Commission, Section, Committee, Board of Directors) • Outcome reported to originator and House
