  1. National Operations Center Rick McDow Chief, CAP-NOC

  2. Standard Mission Requests • Written customers requests required • Email preferred, fax or letter OK • Must include identifiable dates, locations and objectives • May be in future if data complete • Mission numbers are transmitted on a standardized Excel spreadsheet or on-line

  3. Air Force Mission Status • Only available to requests from federal agencies or military • The mission must be one that the AF could do for itself • Some historical missions are no longer approved • AFAM status is no longer automatic for any mission regardless of that mission’s inclusion in an MOU/MOA

  4. Air Force Missions cont. • NOC does not approve • NOC coordinates customer request and relays CAP unit info • If AF required procedures are not followed or AF required information is not furnished, then CAP-USAF will not approve…..they are not allowed.

  5. Corporate Missions • Same request procedures and requirements • FECA/FTCA coverage not available

  6. Non CAP people in CAP Aircraft • AF approves for AFAM • Corporate missions • Approved by CAP/DO • “nonCAP crew” vs. “passengers” • Crew perform a function • Passengers relate to the FAR’s • Orientations

  7. Transportation missions • Legal but several considerations • FAA rules…..not CAP or USAF • Customer can not pay • Commercial pilot preferred • Private pilot, yes but no “compensation” • Can not count flight time • No money reimbursement except for Search and Locate missions

  8. Counterdrug missions • Requests by federal drug law enforcement agencies • Request & sortie plan are both required before a mission number can be issued • Longer duration/complex missions may require an Operations Plan • Requests below federal level require validation by a federal drug law enforcement agent • Marij. ERAD missions (DEA DCE/SP coordinators) • All others require an independent LEA

  9. WMIRS • Is available and should be used for all missions • AFRCC • AFNSEP • SDIS • Incident Commander and alerting officers should be WMIRS literate

  10. NOC reports to 1AF • Classified • Rare but required for NOC • Most is Unclass/FOUO • Must maintain communications with AF (primarily 1AF) • STU III • SPIRNET (also NIPRNET, known as milnet) • Unclassified • Normal mil/gov msg traffic • Content is still the property of the agency being supported • Mission (ATO) reports required twice a week

  11. Automation • Goal, access mission request & reports via WWW • Coming soon to a computer near you
