  1. Fixing the Bay-Delta Urban Water Institute August 14, 2013

  2. Bay Delta Conservation Plan (BDCP) • Comprehensive Conservation Strategy for the Sacramento-San Joaquin Delta • Designed To: • Restore and Protect Ecosystem Health, Water Supply, and Water Quality (Co-Equal Goals) • Create a Stable Regulatory Framework • Results In 50-Year Permit: • Long-term Permits/Authorization Under State and Federal Endangered Species Acts For Operations of State Water Project (SWP) & Central Valley Project State Water Contractors

  3. Introduction BDCP EIR/EIS • Combined Environmental Impact Report (EIR) & Environmental Impact Statement (EIS) Prepared to Review Environmental Effects of BDCP: • Reasonable Range of Alternatives • Includes “No Action” Alternative • Determination of Ultimate Preferred Alternative State Water Contractors

  4. Introduction BDCP’s Delta Conveyance Water Management Benefits: • Improved Water Supply Conditions • Improved Water Quality • Protection From Seismic Events • Improved Ability to Use South of Delta Storage • Improved Capability for Water Transfers State Water Contractors

  5. No BDCP Benchmarks • BDCP incorporates a “decision tree” framework • High outflow (low water supply) • Low outflow (high water supply) • High and low outflow scenarios incorporate different environmental flow requirements • Developed corresponding scenarios if the BDCP is not implemented • Apply the same requirements to the existing conveyance and habitat • Difference between the BDCP and no-BDCP cases isolates the benefits of new conveyance and habitat State Water Contractors

  6. Water Supply Delta Conveyance: Long Term Water Supply 1.7 MAF 1.5 MAF LOS: Low Outflow Scenario HOS: High Outflow Scenario ECLO: Existing Conveyance, Low Outflow ECHO: Existing Conveyance, High Outflow State Water Contractors

  7. Transfer Capacity Delta Conveyance: July-Sept Transfer Capability State Water Contractors

  8. Water Quality Delta Conveyance: Water Quality Benefits State Water Contractors August 14, 2013 8
