Focus on better skills mix balance of assistants, generalist and clinical roles & harness reinforcement role of client, carer & volunteers

Partnering across continuum of care – integration and coordination: systems

Building leadership for change: capacity for the ‘how to’ do reform

Systems enablers – must be local & national
