ACP-EU Energy Facility II Overall objectives To contribute to the MDGs on poverty alleviation as well as WSSD objectives on energy To contribute to the fight against climate change Specific objectives To increase access to modern, affordable and sustainable energy services in rural and peri-urban poor areas by focusing on renewable energy solutions as well as on energy efficiency measures To improve governance and framework conditions in the energy sector, in particular those promoting access to energy services, renewable energy and energy efficiency EF II –Objectives 2

ACP-EU Energy Facility II Two Calls for Proposals (€100M and €50M) The €100M Call for proposals was launched on the 31st of November 2010 while the second one (€50M) is foreseen in 2011. “Two-steps” CfP (concept note + detailed proposal) Allows better preparation of proposals, avoids unnecessary investment in project preparation Call for Proposals 4

ACP-EU Energy Facility II The €100 M CfP was launched on31/11/2009 and the deadline to submit the concept notes was the 01/02/2010 668 project proposals were received and submitted to the first administrative check 613 project proposals passed the administrative check and are currently evaluated – end of the evaluation 21/04/2010 Only the successful candidates will be invited to submit a detailed proposal – deadline for submission 30/06/10 CfP Administrative check results 5

ACP-EU Energy Facility II EF II SPECIFIC GOVERNANCE SUPPORT: THE EUEI PARTNERSHIP DIALOGUE FACILITY (PDF) • The PDF is an instrument of the EU Energy Initiative. • Created in 2004 (operational in 2005) by 6 EU Member States and the EC and hosted by GTZ Objective: enabling environment for investment in the energy sector Activities: • To support the development of regional, national and sub-national policies and strategies on energy access, including the development of energy legislation and investment plans • To strengthen regional, national and sub-national energy expertise More information at: www.euei.net

ACP-EU Energy Facility II ACP-EU Energy Facility II: Pooling mechanism • Objective: leverage additional resources (loans and private sector) and coordinating available EU resources and expertise Activities: • Co-financing energy access infrastructure projects • Funding technical assistance and studies Implementation: through coordination and blending of resources with EU agencies and banks 10

ACP-EU Energy Facility II ACP-EU Energy Facility II:Pooling mechanism • Funding priorities and scope of operations (1) Investment projects • Medium-size investment projects for increased access to modern, affordable and sustainable energy services(within the range of approximately €10-50 million) • Geographical scope: ACP peri-urban, rural areas and growth centres • Priority to projects relying on renewable energy solutions and energy efficiency measures
