  2. Implementation of DBE Goals • FHWA approved waiver September 2008 to allow race conscious goals. • Included in specification as of November 2008. • Include on projects with available subcontract work within a reasonable travel distance of where these DBE’s are available.

  3. Apprenticeship Specifications • Include 10% Goal in OTIA III Tri- County area contracts • Move to Incentive/Disincentive payment to encourage better compliance. • Currently specify number of hours rather than percent with expectation to provide in all crafts.

  4. Relief of Responsibility • New specification developed • Balances risk for damage caused by public traffic • ODOT to pay for damages to finished work at 75% of FA rate • New specification implemented by Spring 2009

  5. Bid Schedules • Added Bid Dates to spread out projects • First priority is Thursday when possible • Add Tuesday Bid Opening as necessary • Provide advance notice of Tuesday openings

  6. Specialty Insurance Requirements • Asbestos and Lead • Significantly reduced where this is specified • Review required by expert before included in project

  7. Escalation Specifications • Steel, Fuel and Asphalt • Design/Build Specifications

  8. Pile Hammer Requirement • Added language to design manual to have designers try to limit needed hammer to 80,000 ft.-lbs., if possible.

  9. Electronic Shop Drawings Submittal • Developed process to allow electronic submittals • Drafted an electronic shop drawing guide • Expected changes in specifications to allow by this summer • Allow by CCO as soon as Guide is finalized
