Purpose of Today’s Briefing • To provide a short history of the Air Traffic Organization (ATO), officially created within the Federal Aviation Administration in February 2004 • To communicate the latest ATO plan to provide support services from three centralized “service area offices” across the country

  3. Why We Have to Change • Operations costs are outpacing available resources • Sustain Human and Infrastructure Resources • Mandate from Congress to change to a performance based organization

  4. ATO Plan is Divided Into 3 Phases • Phase 1: Complete • Implemented Service Areas for the line service units • Phase 2: Ongoing • Step 1: Restructuring service areas and realigning staff into three service areas -Completion scheduled May 28, 2007 • Step 2: Process reengineering in service centers • Phase 3: • Improve efficiencies of field administrative staff

Service Area Restructuring - Phase 2 • Eliminate redundancies by reorganizing the service unit support functions in the area offices into shared services group • Simplify structure • Centralize leadership • Improve efficiencies by reengineering work processes • Realize approximately $360 to $480 million in reduced costs over ten years Objectives:

NAS Planning and Integration (NPI) The “big picture” arm of the Service Center, NPI maintains a high level understanding of all activities impacting the NAS in the Service Area. • Lead Planners act as a focal point for external ATO customers. • NPI assists customers to ensure that all current and future activities initiated in the Service Area are aligned with the FAA’s Flight Plan. • NPI interfaces with the other stakeholder teams to ensure horizontal integration.
