Regents Reform Agenda • CCLS • Building instructional data systems • Effective teachers and principals • Alignment and connection between the three CCLS, data system and effective teachers and principals • Data driven instructional model- with formative assessments every 5 weeks or so to help move toward ensuring the students are college and career ready • Professional Develop funding is critical for making the changes, effective and targeted • Principal and Teacher evaluation system • Assessment system that move to performance based, assess the standards to measure success 3

  4. COMPUTER BASED TESTING • Very important for NYS to move online assessments • Seek funding so school have the technology • Development of the PARCC Readiness Survey Tool • Potential larger pilot 13-14 • PARCC will be computer based approved by BOR 4

PARCC TIMELINE • English Language Arts/Literacy and Mathematics Grade 3-11 • Looking at what local and state assessments look for then NYS can decide whether to go forward with PARCC • BOR has been clear to have CCLS in place by 13-14 • ELA 11 Field Testing will come out next year 2012-2013 to align assessment for 2013-2014 5

Resources for Support for the CCLS and ASSESSMENTS • engageny.org • Tri-State rubrics- Math and ELA/Literacy use this tool to evaluate your curriculum • Use the tool in its fidelity to ensure thoroughness of your rubrics and curriculum • PK - 12 Models begin arriving in quarters-length chunks beginning in October • Video Examples: 500 will be produced over the next 4-5 years, using them for free on www.engageny.org • Exemplify CCSS aligned instruction from NYS. 6

  7. Components of the NEW APPR • 60-20-20 • Scoring bands established in legislation • Ineffective on growth and local leads to effective overall • Timely appeals • SLOs and Needed Guidance for SLOs on www.engageny.org 7

  8. Questions • How do you see the input from the Field will be used going forward? Teachers using the data verification system to make data is clean • Principals letter from the Field- Regents and Commissioner have NO intentions of changing timeline! Guidance and support from the SED will come to Helpmann institutionalize the changes. • Current structure of OUR system has to change, we cannot support 700+ school systems • Why aren't the supervisors or department chairs etc. included in the accountability ofAPPR? No logical reason for why or illogical reason for leaving them out of the law. • How is teacher attendance going to be implemented into the evaluations system? No clear definition of how this will be used... • Teacher Data verification for teachers information released was not rolled clearly... Practical application and delivery to teachers is not spelled out, training timeline and what does it look like..... • PARCC 3 year roll out of online assessments. How are funds going to come available for low wealth districts to support the technology.. NYS is holding the Microsoft settlement to help build the support for districts.... 8

Anita Murphy, Associate Commissioner for Curriculum and Instruction and Field Services • Updates from the Office Curriculum and Instruction. • Developing curriculum from K-12 is a shift and Building curriculum K-12 to reversing the curriculum development to 12-K..... Backwards Design.... • NYS Application for wavers to NCLB, ENCOURAGED us to look at the waver... We will have the same labeling system for performing school. • Question- How will the mean be used for calculating growth for students? The mean looks to be 2% or so for growth regardless of where student falls on bell curve. A good majority of the information will be based on the data from the schools. Teacher, principal and district office data verification systems, process and cleanliness. • Question- will mobility be used in calculating the expected growth for individual considering student mobility? • Question- When the NCLB waver is approved will the schools on SINI list will remain the list? Will schools have to complete SQR and DINA work? Answer- New guidance and lists will be provided by the SED. • Question- Will you be able to measure growth from year to year with SLOs.. Answer- Yes.... With a confusing answer...... 9

Locally or regionally developed • Locally comparable means: the same locally selected measures of student achievement or growth across all classrooms in the same grade/subject in a District or BOCES.... • Teacher created assessments are longer on the list approved for measure growth or achievement.... 13

  14. What is an example of an regents assessment that would be good model for measuring growth and achievement? Could not answer... • Possible example: Use the 6th grade ELA Assessment Scores to measure growth and achievement for the grade level and as SINI for School SWD us the same measure to growth for SWD • How are APPR points for middle school principals earned? See page Page 5-6, not answered • APPR variances have been approved across the State, but very few. SED will not release the list of schools and approved school have the choice whether to publish their approval. • MET Project- Student SURVEYS as part of the value added model. 14

Van Wyck Junior High School Character Education and Bullying Prevention Program • Principal Steve Shuchat • Assets Program with the YMCA • 6 Pillars of Character: respect, responsibility, etc... • Positive education messages posted through out the building by he Art Classes. • Life Skills Program attempted in Study Halls, but turned into he Bully Free Program • Drug Prevention Program • Peer Tutoring Program: put into place for students needing help, but families could not afford outside tutoring. 16

Other Initiatives: • Students of the quarter that demonstrate 6 pillars of positive character • Building Read: lead by the School Librarian, one book one school • Books are picked around characteristics and • No name calling for the week: students signed a banner pledging not to call names for the week. • Bully Free ti-shirts for the school: every Friday staff and students wear the Bully Free ti-shirts. • Wrist bands for each student with school name and slogan "Don't Hate Appreciate". • 8th grade students teacher Character Education Lesson to 6th grade students. 17

  18. Lesson in Health class where students write down how they would describe themselves as hero. • Survey in the class revealed that students felt three boys bullied the substitutes. Which students also rated them as annoying and disliked. This was revealed to students. • Pay it Forward- Ripples of Kindness. When student noticed someone did something nice for them they passed the kindness and posted their feelings or nice things done for them on a wall at school. • S.T.A.R.T.= "Students teaching all the right things". Student initiated program were students recognize kind acts, bully free days, and posted the kindness on a wall with hands tapped a wall. • Character Education Starts at home! Carlie's Crusade: Bully Prevention, Internet and Personal SafetyJohn Jenerose Founder and Dominick Magistro • Carlie's Cursade Foundation www.carliescrusade.org • Founded in 2004 with an abduction of young girl, Carlie • Watched video of the abduction from a security camera • Abduction Prevention- Internet Safety Education 21

Organization is made up police officers and educators. • How to teacher children to NOT look like a target • Program for schools are designed best the meet the needs of school and community, I.e. abductions, Internet safety, sex texting, and bullying. • Assembly for the school and parents in the evening, educate parents, and students • Core Topics: how get help, how handle situation if they are approached by stranger trying to abduct a child • Show students and parents how easy it is to track people from information on line with examples. 22

Dangers for file sharing • Sex texting • College acceptance and what college look for we students are applying • Back ground checks for employment and colleges • Physical Education Component: Self Preservation Program Components: strongest defense is their brain, how to use body language, use surrounding to an advantage to avoid a problem or abduction, turn and run!, pointing out the security cameras, • Using cell phone cameras to discourage a would be abductor • Teach children how to get away, NOT fight! These techniques are only used for EMERGENCY situations!!! 23

Bullying and Bystanders • How victims and bystanders can take a stand agains a bully in an assertive way, NOT an aggressive or physical manner! • The Bystander Effect: i.e. someone else will take care of it, do nothing because a fear retaliation, pressure from peers not get evolved, etc... • Building a climate or culture being a good citizen... • Progress addresses the bully, bystander and victim • Video of Physical Education class portion. 24

Dignity Act (DASA) LegislationLaura Sahr NYSSED Student Support ServicesSharing Session • Preparing for the implementation of the NYS Dignity for All Students Art, Article 2 • Updates with the latest information to date. • Signed 9-13-2010 and effective July 1, 2012 • Addresses issues related to harassment and discrimination in schools- including amendments to the codes of conduct • No students will be subjected to harassment, discrimination, or bullying by employees or students • No student shall be subjected to discrimination based on their actual or perceived: race, color, weight, national origins, ethic group, religion, religious practice, disability, sexual orientation, gender, or sex not limited to this list. 25

Does not cover private schools! • Dignity Act Task Force: very inclusive such NYCLU, SAANYS, ETC. • Dignity Act Task Force Work Groups • Regulatory Amendments • 100.c (2) instruction in instruction of civility, citizenship, and character education • 100.2 (1) Codes of Conduct and addition of section 119.6 Code of Conduct in Charter Schools, added prohibiting discrimination and harassment against any student by employees or students on school property. Such as threats, intimidation or abuse based on.... • Expectation is for the the acts being integrated into the classroom! 26

Enabling and supporting staff to intervening with issues • I.e. a custodian witnesses two students going at it, should they intervene and/or alert staff. • Dignity for Students Act Coordinator for every school. I.e. even if a school shares a building with other schools as in NYC. • Recommendation that Dignity Act Coordinators work together to alignment and consistency in each building 28
