  2. Background • In 1993 the New Mexico Legislature enacted laws to address the serious problem of DWI - increased the rate of liquor excise tax - created the Local DWI Grant Program • Currently, all 33 counties in NM have an LDWI Program

  3. New Mexico has contracted with ADE Incorporated, Clarkston, Michigan to: • provide a computerized alcohol and substance abuse assessment and client tracking tool to standardize screening and tracking of DWI offenders for the state of New Mexico

  4. The ADE Screening Instrument • The ADE screening instrument is an extension of the Substance Abuse Life Circumstance Evaluation (SALCE), a standardized alcohol and substance abuse assessment instrument. • This instrument is designed to • Provide a standardized, objective and consistent method of gathering information • Provide valid information about all relevant aspects of a respondent’s life to determine the first level of appropriate intervention • Provide valid direction for conducting the personal interview

Client Tracking Program • Takes information from the screening instrument and puts it into a tracking program: • Monitors individual DWI Offenders through the system • Monitors these sanctions • DWI School • Treatment • Probation • Community Service • Victim Impact Panel • Jail Time • Fines and Fees

  6. Conclusions • Demographics of DWI offenders in New Mexico remain constant between the years -Males are younger than Females when convicted of DWI • Offenders require more than one year for full completion of sanctions • Multiple offenders usually recidivate within same county • Further study needs to examine drinking patterns regarding monthly alcohol use
