Update on QCTO establishment process • Appointment of QCTO Board • The Minister of Higher Education and Training has approved the nominations for the QCTO Board: • The Board consists of 16 members (Chairperson has been appointed) • The Acting Executive Officer of the QCTO has been appointed as well • The launch of the QCTO took place on 23 February 2010 where the MHET was officially announced by the Board. • Draft QCTO Business Case • Draft QCTO Business Case processing is in progress - once it is finalised it will be presented to the QCTO Board and DG: HET to sign off to National Treasury – It is envisaged that this process will culminate in the QCTO being listed as a public entity. • Draft Occupational Qualifications Framework Regulations • The Draft Occupational Qualifications Framework (OQF) Regulations as well as supporting criteria and guidelines have been finalised for consideration by the QCTO Board

Qual + Curriculum Development • At the Quality Learning Forum in November 2009 SETAs were informed that the QCTO Team has received approximately 100 applications for curriculum development. • SETAs were informed that no more applications will be received until further notice. The only exception is for applications from 10 priority trades areas as proposed in the Priority Trades Framework. • Capacity related to development is subject to the capacity per application as the resources are built into the application. • Various pre-scoping meetings have been held with applicants. Processes are underway. The main challenge is capacity and skills needed in terms of curriculum development.

What is an Occupational Qualification • SDA: “a qualification associated with a trade or occupation, resulting from work based learning and consisting of knowledge unit standards, practical unit standards and work experience unit standards” and developed and registered through QCTO processes • Characteristics of occupational qualifications: • linked to the OFO • ‘fit-for-purpose’ • reflects industry requirements, ie demand & not supply driven • reflect all three forms of learning • knowledge and theory (minimum 20%) • practical skills (minimum 20%) • work experience (minimum 20%) • Occupational qualifications are not the only qualifications related to occupations i.e. MB Ch is required by medical doctors • other QCs can develop qualifications related to occupations and professions

Accreditation of Skills Development Providers • Will be required for delivery of curriculum components and internal assessment against related unit standards • Approach to accreditation is based on • self-evaluation against general criteria and specific requirements specified in the relevant occupational curriculum components (subjects and or modules) • recommendations from industry and /or a good track record • A culture of self-regulation and strong links to relevant professional, occupational and industry bodies and associations will be encouraged to maintain and raise standards • No accreditation certificates - scope will be recorded and regularly updated on the QCTO’s website. Details with date can be printed at any time • Quality monitoring and audits will be conducted as required

Accreditation of Skills Development Providers continued • An education institution already accredited by another QC • will be deemed to have met the general criteria for accreditation as a skills development provider • must meet the QCTO’s criteria for accreditation for the specific curriculum components of occupational qualifications they wish to offer • Note: skills development providers accredited by the QCTO wishing to offer qualifications from the other sub-frameworks must follow procedures as determined by the relevant QC

Workplaces offering work experience curriculum components • Employers offering opportunities to learners for the work experience component will not need to be accredited • Requirements to be met by employers will be specified in the relevant curriculum component • SETAs will ensure that the requirements are being met as part of the learning agreement approval and registration process

Transitional Arrangements : Schedule 2A • Coming into operation of the QCTO – on a date determined by the Minister in the Gazette • SAQA accreditation of SETA ETQAs – Until such a time as the QCTO delegates powers and functions to a SETA in terms of Chapter 6B of the Act, a SETA ETQA will • Remain accredited by SAQA • Continue to perform all ETQA functions prescribed by SAQA Act • … • The Accreditation of any education and skills development provider by a SETA ETQA remains in effect until accreditation • Lapses • Is withdrawn by the SETA ETQA • Is withdawn in terms of regulations made under 26J of the Act

Operational arrangements between QCTO and SAQA • Draft Operational arrangements between QCTO and SAQA • The QCTO Team is in the process of preparing a document that will form the basis of operational arrangements that need to be negotiated between the QCTO and SAQA. • Various meetings and workshops with SAQA have taken place since December 2009 and progress is being made. • Operational arrangements will be communicated as soon as they are finalised by the QCTO and SAQA
