  3. Issues/Escalation Example 1: Coach has problem with other coach, go to referee during the game. Issues/Incidents during game can be reported in the Official Scorer ---Score Sheet.

Game OfficialsReferee/Scorekeeper/Time Keeper • Game Officials are to Remain Impartial • Cheering from the scorers table is OK, but should be kept to a minimum. • Spotter for scorekeeper a good idea. • If a Scorekeeper/Time Keeper is unclear, they should hit the buzzer to ask referee for clarification • 2nd Scorer (from other team) is allowed - is not a Game Official If 2nd scorer: • Scorebooks can be compared & reconciled, only during a “dead ball” • Referees will go with official scorebook if there is a difference • 2nd scorer should be off to the side, not next to the clock

Game OfficialsScorekeeper • Scorekeeper Key Duties • Gather Referee Names • Log Player Names and Jersey Number • Tip: Provide the scorekeeper with a team roster/lineup sorted by Jersey Number • Priorities: • Running score • Team fouls • “One and One” free throws: Team fouls = 7-9 • “Automatic 2” free throws : Team fouls >=10 • Individual fouls – Foul out after 5 • Log Timeouts • Individual scores is the least important • Log Technical Fouls • Capture as much information, players, coach, fans involved • Game Ejection – does not need to leave bench • All Play Rules (D & E Divisions) • During 1st & 3rd Quarters. can go over to 2nd & 4th if >10 players. • Change over: NOT a time out!

  6. Submitting Scores • Procedures: • Visiting team to provide score sheet and playing rules for their game. • Referee names required. Signatures no longer required. • Division, team names, team scores and team high scorer required. • Technical fouls reporting assessed team, assessed coach or player name, and reason for technical foul. Should there be information in this section, please forward score sheet to your league rep. • Scorekeeper name and contact information required, in case follow up is necessary to clarify any information. • Remarks section for providing comments on any issues or concerns that occurred during the game, including but not limited to gym conditions, referees, and player sportsmanship. Should there be information in this section, please forward score sheet to your league rep. • Reporting of scores using the online form. However, should there be any technical fouls, unsportsmanlike conduct, or other issues, please fill out the technical foul or remarks sections of the score sheet and forward to your league rep.

Game OfficialsTime Keeper • Running Clock vs. Stop Clock • All games running, except for last 2 minutes of 2nd and 4th Q (stop clock) • When running clock: only stop clock for free throws, time outs, & when referee calls (do not stop clock not after baskets or when ball is out of bounds) • When stop clock: stop for any whistle in last 2 minutes • Start clock when referee signals “Drops Hand” • Free Throws: Start the clock when referee hand goes down, if referee doesn’t signal, start clock when ball is touched • Watch the Referee for signals. Buzz the referee if you are unclear. • Possession Arrow Direction (Basket) • Points to which way the ball is going (not benches), referee uses own method (coins in pocket, something on wrist) • Switch the arrow when throw in happens.

Game OfficialsReferees • Types of Fouls • Warnings (optional) – Referee discretion • Personal Foul • Technical – Awarded 2 points and ball possession • Ejection – player does not need to leave the bench • Team Fouls • Referees by Levels • D & E: Educational, B & C stricter • Referee Fees (2 Referees per Game) • B: $27 per team (if 1 referee, $20.25 per team) • D & C: $25 per team (if 1 referee $18.75 per team) • E: $12.50 per team (1 referee/game) • If 2nd referee, considered “trainee” (not paid) • Pay at beginning of game in envelope w/ team name, leave on table • Reporting issues to Official Game Scorer or League Rep

  9. Sportsmanship/Conduct • Code of Conduct • Read at each game by anybody on home team (player, parent, etc) • Sportsmanship • If possible, address concerns immediately. Conference with referee/coach. • Report issues to Score Keeper. Or report to your Organization (Club). Technical Fouls • Technical fouls will be at assessed at the discretion of the referee. Technical fouls will result in an automatic award of two (2) points and possession of the ball to opposing team. • Two (2) technical fouls by a player or coach for unsportsmanlike conduct in one season shall result in a two (2) game suspension. • Three (3) technical fouls by a player or coach for unsportsmanlike conduct in one season shall result in suspension until reinstated by the EBYAL board. Unsportsmanlike Behavior • When a referee ejects a player, coach, or spectator from a game for fighting, trash talking or unsportsmanlike conduct, that player, coach, or spectator shall be barred from attending or participating in all other EBYAL league games until reinstated by the EBYAL Board Scenarios: • You hear fans from the opposing team yelling negative comments where many on lookers are bothered. How do you report? • Injured player on the court. Who is allowed on the court and when?

Rules • EBYAL Playing Rules • New High School Rules Rules Clarification • 3 Seconds in the Key • Closely Contested/ Running Out the Clock • Free Throws lane violations – cant step into lane until ball hits rim • Only 1 Coach Standing on sideline • Best way for coaches to discuss or dispute a call. During deadball/foul. • Screening: arms are by sides (elbows/arms not up or out)
