การใส่รหัสเลขที่ประจำตัวประชาชน 13 หลัก สำหรับคนต่างด้าว. เลข HN จากโปรแกรม JHCIS หรือ เลขจาก กระทรวง มท. ใส่ เลข 0 เพื่อให้ครบ 13 หลัก. แต่บุคคลดังกล่าวต้องไม่ลงรหัสสัญชาติ ( Nation ) เป็นคนไทย (99,099) ต้องเป็นสัญชาติอื่น เช่น คนลาว (056) , คนพม่า (048).
