  2. Purpose Review how SB 599 impacts licensure policy Review approved policy changes from April - October State Board of Education meetings (surrounding Residency License, Emergency License, and Permit to Teach) Licensure Scenarios Resources

General Licensure Requirements LICN- 001 • Define Initial Professional License (IPL) and Continuing Professional License(CPL) • Changes definition of an academic year from “120 days” to “six calendar months” – defines calendar month as number of days employed divided by the number of days in the pay period multiplied by the employee’s percentage of employment • Lateral Entry license given a sunset date of June 30, 2019

  4. LICN-001 1.20 Licensure Testing Requirements LICN-003 III Effective July 1, 2018, all licensure exams must be sent directly to NCDPI. Only scores reported through the official testing vendors (Pearson or Praxis) may be used to satisfy licensure requirements. Exempts candidates from the Principles of Learning and Teaching (PLT) (Secondary Education areas 5624) assessment requirement if the candidate can produce evidence of a passing score on a nationally scored edTPA or PPAT assessment (effective July 1, 2018).

LICN- 001 General Licensure Requirements General Licensure Requirements Eligibility for Provisional Licensing/School Counselors Eligibility for Provisional Licensing/School Counselors 1.55 Changes to requirements for provisional School Counselor licenses. • Enrollment in an accredited school counselor preparation program and completion of a minimum of 24 graduate semester hours of that program; or, • completion of a master’s degree in addiction; career; clinical mental health; clinical rehabilitation; college counseling and student affairs; marriage, couple, and family counseling; or rehabilitation counseling from a regionally accredited college or university and enrollment in an accredited school counselor preparation program to complete additional master’s level courses needed to add school counseling specialization Both options require completion of remaining school counselor preparation program requirements within three years. RALCs are no longer an option for provisionally licensed school counselors.

LICN- 001 General Licensure Requirements General Licensure Requirements Residency License 1.80 Residency License (RL) is a one year license, with an option to renew twice within a three-year period. RL is issued at the A-level and may be awarded experience credit and graduate pay in compliance with LICN-006.

LICN- 001 General Licensure Requirements General Licensure Requirements Residency License 1.80 RL requirements include all of the following: • Minimum of bachelors degree from a regionally accredited university • 24 semester hours of coursework in the requested licensure area OR passed the NCSBE required content area exams for the requested licensure area • Enrolled in a recognized Educator Preparation Program (EPP), which is any entity that prepares, trains, and recommends students for licensure. (See TCED 009 for GPA requirements); & • Meets all other requirements established by the NCSBE including completing preservice requirements prior to teaching.

LICN- 001 LICN- 001 General Licensure Requirements General Licensure Requirements Residency License Residency License 1.80 1.80 RL Preservice Requirements will consist of 10 days of professional development from the LEA designed to support a successful classroom experience, which may be completed through one of the following options: • Provide all 10 days during the preservice period, OR • Provide 5 days of preservice training with a commitment to provide an additional five days of professional development throughout the teacher’s first year of the Residency License OR • Completion of NC Effective Teacher Training upon issuance of a RL RL Preservice Requirements will consist of 10 days of professional development from the LEA designed to support a successful classroom experience, which may be completed through one of the following options: • Provide all 10 days during the preservice period, OR • Provide 5 days of preservice training with a commitment to provide an additional five days of professional development throughout the teacher’s first year of the Residency License OR • Completion of NC Effective Teacher Training upon issuance of a RL

Residency License Preservice Requirements Residency License Preservice Requirements LICN- 001 • Through this training, the LEA will provide: • an overview of the school’s/system’s goals, policies, and procedures; • an overview of the State Board of Education’s Mission and Goals; • a description of available services and professional development opportunities; • the process for achieving a continuing license; • the guidelines for optimal working conditions for all novice teachers; • training on the NC Educator Evaluation System; • a review of the NC Standard Course of Study including end-of-grade and end-of-course testing; • a review of local curriculum guides; • training in lesson planning; • assistance in classroom organization; • instruction on classroom management including positive management of student behavior; effective communication for defusing and deescalating disruptive or dangerous behavior, and safe and appropriate use of seclusion and restraint; • an overview of the identification and education of children with disabilities • OR • xiii. completion of NC Effective Teacher Training upon issuance of a Residency License. 1.80

LICN- 001 General Licensure Requirements General Licensure Requirements Residency License 1.80 RL must be requested by the NC LEA/Charter and accompanied by a certification of supervision from the EPP To renew 2nd or 3rd time, the LEA/Charter must verify the following: • License holder has taught at least six calendar months during school year; & • Continued enrollment in the EPP; & • Employment of the teacher in the LEA/Charter; & • Completion of 10 days of required professional development

The RL may be reinstated at the request of the LEA (within 3 years of the effective date of the original RL) if the following conditions are met: • Individuals have taught at least six calendar months during the year when they last held the active RL; & • Individuals are enrolled with an EPP; & • Individuals are employed as a teacher in a LEA/Charter School

LICN- 001 General Licensure Requirements General Licensure Requirements Residency License 1.80 Lateral Entry Conversion to RL may occur if: • Individuals meet RL requirements • Employing LEA submits request • Lateral entry license is not expired Expired lateral entry license holders (who did not fulfill lateral entry requirements) may convert to a RL provided the following conditions are met: • Pass the required NCSBE-required exams • Meet eligibility requirements for the RL

LICN- 001 General Licensure Requirements General Licensure Requirements Residency License 1.80 • Military personnel and spouses called to active duty can resume their residency license upon return • Additional RL areas may be added at the request of the employing LEA/Charter. NOTE: The primary RL licensure area must be cleared through an EPP before any additional areas can be cleared. • Individuals who hold clear, non-restricted licenses in teaching, administrative, supervisory, or student services areas may be issued a RL in a teaching area provided they meet the qualifications for a RL

  15. TCED-009 II. GPA Requirements & Exemptions A. GPA Requirements  1. Degree seeking students must have earned a grade point average of at least 2.7 on a four point scale for formal admission to approved North Carolina EPPs. 2. A recognized EPP shall ensure that the minimum cohort grade point average for each entering cohort to an EPP is at least a 3.0 on a four point scale.  B. Exemptions from GPA Requirements  1. The individual GPA requirement does not apply to clinical resident (as defined in 115C-269.(9)) students if the hiring local education agency determines that the student meets one of the following criteria: a) The student has at least 10 years of relevant experience. b) For a program leading to licensure in career and technical education, the student has at least five years of relevant experience.  2. DPI will create a list of sample evidences and documentation to guide the local education agencies in determining relevant experience. LICN- 001 General Licensure Requirements Permit to Teach 1.90 • Change of name from “Emergency Permit to Practice” to “Permit to Teach” • Allows LEAs/Charters to request “Permit to Teach” for a teacher whose Initial Professional License expired June 30, 2018, as long as the LEA identifies the teacher as effective (effective July 1, 2018). • NOTE: These teachers that avail themselves to this opportunity will be paid at the A-00 level.

LICN- 001 General Licensure Requirements Emergency License 2.0 Defines Emergency License: a one-year nonrenewable license Emergency License qualifications added: • Hold a bachelor’s degree • Have 18 semester hours of relevant coursework • Has not completed a recognized educator preparation program • Does not qualify for a Residency License • Must meet all other requirements established by the NCSBE including preservice training, prior to teaching • Must be requested by the LEA or charter school

Scenario 1 Scenario: Sheila was employed with our LEA during the 2017-2018 school year with an Emergency Permit to Practice because she did not meet the qualifications for a lateral entry license. Can I request a Permit to Teach for her for the 2018-2019 school year, as she still does not qualify for any type of license (lateral entry, residency and/or emergency)? No, this type of license can only be issued once. An “Emergency Permit to Practice” and a “Permit to Teach” are the same license with identical eligibility requirements. The “Permit to Teach” was formerly known as the “Emergency Permit to Practice”. The name change was approved during the June 2018 State Board meeting. This name change from the “Emergency Permit to Practice” to the “Permit to Teach” took place to eliminate confusion with the newly created “Emergency License”.

  20. Scenario 2 Scenario: Bob was employed with our LEA during the 2017-2018 school year with an Emergency Permit to Practice because he did not qualify for a lateral entry license. Can I request an Emergency License for Bob for the 2018-2019 school year? You may request an Emergency License for Bob IF he meets the qualifications for an Emergency License. Bob must have at least a bachelor’s degree and also have 18-23 semester hours of relevant course work in the relevant teaching area.

  21. Scenario 3 Scenario: Johnny is a former lateral entry teacher that was previously employed with our LEA. He did not complete the requirements to clear his lateral entry license and it has expired. Can I request a residency license for Johnny? You may request a residency license for Johnny IF: 1. He meets the eligibility requirements for a residency license; & 2. He passed the required NCSBE-required exams for the teaching area.

  22. Scenario: Mary is currently employed with our LEA. Although Mary began utilizing the RALC services to clear her plan of study, she has now decided that she would like to enroll in an EPP to satisfy her alternative license requirements. Can I request a Residency License for Mary? Scenario 4 You may request to convert to a residency license for Mary IF: 1. Her lateral entry license has not expired; & 2. She meets the eligibility requirements for a residency license.

  23. Scenario: We have a recent graduate that has a bachelor’s degree from a regionally accredited university and has 24 semester hours of course work in science. However, her GPA is 2.3. Would she be eligible for a RL in Secondary Science? Scenario 5 We recommend that you suggest she apply to an EPP for a determination of whether they will accept her based on her GPA. TCED-009 addresses minimum GPA requirements. TCED-009 – Minimum Admissions Requirements and Exceptions for Initial Teacher Preparation Programs (EPPs) GPA Requirements 1. Degree seeking students must have earned a grade point average of at least 2.7 on a four point scale for formal admission to approved NC EPPs. 2. A recognized EPP shall ensure that the minimum cohort grade point average for each entering cohort to an EPP is at least 3.0 on a four point scale.

  24. Scenario: We have an individual that has a bachelor’s degree from a regionally accredited university and has passed the Pearson exams. She does not have a 2.5 GPA but does have 6 years of relevant experience as a teacher assistant. Would she qualify for a residency license in Elementary Education? Scenario 6 Based on TCED-009, the individual must have at least 10 years of relevant experience. See below. Reference: TCED-009 – Minimum Admissions Requirements and Exceptions for Educator Preparation Programs (EPP) Leading to Initial Teacher Licensure Exemptions from GPA Requirements: The individual GPA requirement does not apply to clinical resident students if the hiring LEA determines that the student meets one of the following criteria: a) The student has at least 10 years of relevant experience. b) For a program leading to licensure in career and technical education, the student has at least five years of relevant experience.

  25. Scenario: Our LEA has employed Joe under a Permit to Teach. He holds a bachelor’s degree from a regionally accredited university, but only has 9 semester hours of relevant course work in the teaching area. Will it be possible to request an Emergency License for him if he earns 9 more semester hours of course work for a total of 18 semester hours of relevant course work? Scenario 7 You may request an Emergency License for individuals that held a Permit to Teach as long as they meet the requirements for an Emergency License, as follows: • Holds a bachelor’s degree, & 2) 18-23 semester hours of relevant course work in teaching area.

  26. Scenario 8 Scenario: Is it possible for an individual to hold a Permit to Teach, an Emergency License, and a Residency License? Yes, it is possible for an individual to be issued each of these types of licenses. For example, Jane may have a bachelor’s degree from a regionally accredited university with only 9 semester hours of relevant course work. The LEA can request a Permit to Teach for Jane. She can work for a year under the Permit to Teach while completing an additional 9 semester hours of relevant course work for a total of 18 semester hours. The LEA can then request an Emergency License for Jane for the next school year. Jane takes an additional 6 semester hours of course work the following year, for a total of 24 semester hours of relevant course work and enrolls in an EPP. The LEA then can request a Residency License for Jane.
