GEODETIC ACTIVITIESin CROATIA • State surveying activities and real estate cadastre activities are performed by the officialsin the State Geodetic Administration • Specific activities are performed by authorized persons (either natural or legal persons) • Resolutions of changes to the cadastre are passed by the State Geodetic Administration on the basis of surveying data collected by authorized persons • Other geodetic activities (for example – in construction...) are performed by authorized persons • A person responsible for performing professional geodetic activities in an authorized person is a chartered geodetic engineer General Assembly CLGE 6.-7. CONDITIONS FOR ADMISSION INTO THE CHAMBERACQUISITION OF A STATUS OF CHARTERED GEODETIC ENGINEER • Mental capacity • Residence in the Republic of Croatia • Health capacity • Completed five-year study of Geodesy (3+2 or 5) • Experience – 3 years (trainee employmentservice under supervision of a chartered geodetic engineer or employment in the State Geodetic Administration) • State professional exam • No previous criminal record • Worthiness for performing geodetic activity • Not to perform activities incompatible with geodetic activities Foreign natural persons from the other EU member countries 4, 5 and 6 are evidenced by Resolution of recognition of foreign qualifications General Assembly CLGE 6.-7. AUTHORIZEDPERSONSINCROATIA • cca 70 geodetic trades (not falling within competence of the Chamber) • 120 offices of chartered geodetic engineers • 298 limited liability companies (around 90% of geodetic companies) • 24 joint-stock companies (of which 4 geodetic companies) • 2 educational institutions • 728 chartered geodetic engineers (+ 177 with “frozen” employment and 124 trainees) General Assembly CLGE 6.-7. WHAT SHOULD ACCORD MULTILATERAL ENSURE IN OUR OPINION • Defining conditions, knowledge and skills that publicly appointed cadastral surveyor must possess • Formal education (study of Geodesy) lasting 5 years • Trainee employment service lasting three years • Relevant exam requiring knowledge of legal regulations – state exam, Chamber exam • Knowledge of the language spoken in a country of conducting business • Defining conditions for recognition of professional qualifications • Reliability of the data obtained by surveying by an authorized person • Supervision of conducting activities of public interest • Responsibility in conducting activities and compliance with the principle of conduct • Promoting the interests of the activity General Assembly CLGE 6.-7. WHAT DO WE EXPECT FROM ACCORD MULTILATERAL • Equal evaluation of Croatian professional qualification • Strengthening of negotiating position of the geodetic profession in specific countries towards national governments and EU institutions • Readiness of the signatory countries to openly discuss problems regardless of the size and the number of inhabitants of a specific country • Acceptance of the principle of consensus on all important issues • Promoting the interest of the activity • Strengthening of the professional training General Assembly CLGE 6.-7. PRICES OF GEODETIC SERVICES INCRO – 1 • Former mutual chamber HKAIG passed immediately after its foundation in 1999 the Book of Rules on Prices of Services that is effective today as well • The prices of engineering, i.e. designing services defined mostly according to the investment value of the structure, and only in exceptional cases according to the price per hour of operation • After HKOIG became independent - the priority was to make the Price List of Geodetic Services • Legal presumptions are provided by the new Statute of HKOIG and by the Law on Performing the Geodetic Acitivity that stipulates the obligation of passing the Price List and its being respected by the members of the Chamber General Assembly CLGE 6.-7. PRICES OF GEODETIC SERVICES INCRO - 2 • The basis for drafting the Price List was the list of professional geodetic activities according to the article 9. section 2 of the Law on Performing the Geodetic Activities • The drafts were formed as minimal service prices • The final draft of the Price List of Services was submitted to the State Geodetic Administration on 27.01.2011 for the purpose of its approval General Assembly CLGE 6.-7. PRICES OF GEODETIC SERVICES INCRO - 3 • Due to the fact that the volume of work has been reduced, the prices have been unrealistically lowered, which can result in the reduction of the quality of geodetic services and in the loss of high-quality geodetic firms • HKOIG finds the passing of the price list to be an extremely necessary presumtpion for preventing the above mentioned processes • In this respect we need the support of CLGE since the passing of the price list is faced with various interpretations of its being legitimate General Assembly CLGE 6.-7.
