  2. MDE Procedures What will the Michigan Department of Education be looking for during the pupil transportation review?

  3. PROCESS for review. • Five (5) TAAM Agencies Per Year • 10 % District/Private Contractor/Nonpublic School Sample • 10 % Personnel Record Review Sample

  4. TAAM AGENCY FINANCIAL REVIEW • SM-4890 Final Expenditure Report with justification. • Documentation of drivers trained. • Review of procedures of issuing training certificates.

  5. On The Local Level • Districts must be able to produce all proof that the district / contractor is in compliance with State and Federal law.

  6. PERSONNEL RECORD REVIEW • School Bus Driver - MCL 257.1853 • Medical Card • Blue Card (June 22, 2010) Insulin Dependent Diabetic • USDOT Medical Card (White Card)

  7. PERSONNEL RECORD REVIEW • Chauffeur’s License, CDL with “S’ and “P” endorsements MCL 257.1849

  8. PERSONNEL RECORD REVIEW • Beginning and or • Continuing Training Card MCL 257.1851

  9. PERSONNEL RECORD REVIEW • Criminal Background MCL 380.1230a & 257.1853 • Unprofessional Conduct MCL 380.1230b

  10. SUPERVISOR RECORD REVIEW • Supervisor Training Card or if new • Beginning School Bus Driver Card • If Supervisor is an Active Driver, They Must Have All Credentials of a School Bus Driver.

  13. Can a person obtain a USDOT medical certification card if they have diabetes? Yes, it is possible.

  14. Will insulin dependent drivers who qualify for the diabetes exemption be able to obtain a white USDOT medical certificate? No, this is not allowed.

  15. Will diabetic drivers with MDE blue card be able to take a position with a new employer? • YES. Credentials follow the individual.

  16. A non-insulin dependent school bus driver prior to June 10, 2010, now is insulin dependent. Can that driver be medically certified? • YES, must have maintained continuous employment.

  17. Can MDE blue card holders drive both interstate and intrastate? • Yes, if taking students to and from school.

  18. Intrastate school bus drivers are regulated by PA 187. Either a white or blue card is allowed in Michigan.

  19. School bus drivers who possess a white USDOT card can operate in both intrastate and interstate.

  20. MDE blue card holder can operate intrastate and are transporting students to and from home to school.

  21. MDE blue card holder can not legally transport students to attend activities out of state.

  22. School bus drivers employed by contractor or non-public school must possess USDOT (white card) for all interstate operations.
