Building Upon the Existing System • Need for Alternatives to the Existing System • Increase opportunities to expand options for students • Respond quickly to student needs • Operate efficiently in a time of austerity • Build upon partnerships with IHEs • Rationale • 48 states offer some type of alternative system • Effective approaches to serving hard-to-reach populations • California County Superintendents Educational Services Association is a viable option as a non-regionally accredited entity for Child Development Permits

CCSESA – County Offices of Education • Existing Infrastructure for Outreach and Delivery Model • Offer effective and efficient approaches for coursework • Respond quickly to local/regional needs for coursework including location and availability (nights and weekends) • Adjust content quickly to assist students in implementing new state/federal policies and best practices • Currently implement successful cohort models

County Offices of Education –Early Care and Education (ECE) • Administer child development/infant development programs • Provide early intervention/special education services • Conduct high-quality ECE professional development through regional and countywide structures • Provide technical assistance and on-site support to ECE providers • Employ staffs who have extensive ECE experience and education

County Offices of Education Current Capacity • 31 County offices of education offer teacher and/or administrator certification programs • BTSA Induction Programs• Preliminary Administrative Services Credential Programs• Clear Administrative Services Credential Programs• Designated Subjects Career Technical Education Programs• Early Childhood Education Specialist Credential Programs• Teacher credential programs in single subjects, multiple subjects, mild/moderate, moderate/severe, and added authorization for autism
