  1. DID WE GET WHAT WE ASKED FOR?THE STEERING COMMITTEE'S COMMENT ON THE REPORT REINO HJERPPE STANDING EXPERT OF THE STEERING COMMITTEE SOCA-EVALUATION SEMINAR, THE ACADEMY OF FINLAND, SEPTEMBER 9,2008

  2. ADDED VALUE OF THE PROGRAMME(ACCORDING TO THE EVALUATION PANEL) • DISSEMINATION • INTERDISCIPLINARITY • RESEARCH CAPACITY • LONG-TERM EFFECTS • PROMOTION OF RESEARCH NETWORKS • NEW CONCEPTUAL TOOLS FOR RESEARCH

  3. 1. DISSEMINATION • THROUGH THE RESEARCH MEETINGS AND SEMINARS USEFUL DISSEMINATION AND DISCUSSION OF RESEARCH METHODS WAS ACHIEVED

  4. 2. INTERDISCIPLINARITY • THE CONCEPT OF SOCIAL CAPITAL HAS BEEN INSTRUMENTAL IN ENHANCED AWARENESS OF THE NEED FOR INTERDISCIPLINARY APPROACHES TO THE THEMES AND PROBLEMS THAT HAVE BEEN OBJECT OF STUDY

  5. 3. RESEARCH CAPACITY • EXTREMELY POSITIVE EFFECTS FOR YOUNG RESEARCHERS PARTICIPATING IN A WIDER PROGRAMME AROUND A CENTRAL THEORETICAL AND METHODOLOGICAL DEBATE

  6. 4. LONG-TERM EFFECTS • SOME MEMBERS OF GROUP OF YOUNG RESEARCHERS (PH.D’S) WILL BE FUTURE LEADERS IN ACADEMIC AND POLICY FIELDS • THEY WILL BE COGNIZANT OF ISSUES PERTAINING TO SOCIAL CAPITAL AND TRUST

  7. 5. PROMOTION OF RESEARCH NETWORKS • THE PROGRAMME FACILITATED THE FORMATION OF NETWORKS OF SENIOR SCHOLARS AND CREATED NEW NETWORKS FOR JUNIOR ACADEMICS

  8. 6. NEW CONCEPTUAL TOOLS FOR RESEARCH • FOR MANY OF THE PRINCIPAL INVESTIGATORS THE PROGRAMME HEIGHTENED THEIR AWARENESS OF A SIGNIFICANT SET OF CONCEPTUAL TOOLS THAT COULD BE FRUITFULLY PUT TO USE IN THE ANALYSIS OF THE PROBLEMS THAT CONSTITUTED BOTH THEIR ESTABLISHED AND EMERGING RESEARCH AGENDAS

  9. EXPECTATIONS • PROMOTE RESEARCH ON SOCIAL CAPITAL • GET A BETTER UNDERSTANDING OF THE RELEVANCE OF THE CONCEPT IN SOCIAL SCIENCES • ANALYSE THE DEFINITION AND MEASUREMENT OF SOCIAL CAPITAL • EXPLORE THE POSSIBLE APPLICATIONS OF THE CONCEPT • ADVANCE INTERNATIONAL COOPERATION • RECEIVE SOME RESULTS OF INTERNATIONAL COMPARISONS

  10. THE IMPORTANCE OF THE RESEARCH ON SOCIAL CAPITAL • THE CONCEPT INTEGRATES DIFFERENT FIELDS IN SOCIAL SCIENCES • IS IT A PATH TOWRDS A MORE UNIFIED SOCIAL SCIENCE? • IN ECONOMICS THE IMPORTANCE OF INSTITUTIONS IN ECONOMIC DEVELOPMENT IS MORE AND MORE WIDELY ACCEPTED • E.G. AN EFFORT TO DEVELOP A UNIFIED THEORY OF ECONOMICS

  11. PROBLEMS AND QRITIQUE • TOO MANY THINGS IN ONE BOX? • SOME ECONOMISTS HAVE NOT ACCEPTED THE CONCEPT BECAUSE OF THE MEASUREMENT PROBLEMS • BUT THE SAME CRITIQUE APPLIES TO THE CONCEPT OF "INSTITUTIONS" OR “CULTURE” WHICH ARE OFTEN LEFT VAGUELY DEFINED • THE IMPORTANCE OF THE CONCEPT IS WIDELY RECOGNISED, BUT WE STILL HAVE PROBLEMS OF DEFINITION AND MEASUREMENT • COMPARE THE CONCEPT OF "ABILITY" IN HUMAN CAPITAL THEORY

  12. GET A BETTER UNDERSTANDING OF THE RELEVANCE OF THE CONCEPT IN SOCIAL SCIENCES • GENERALLY PROJECTS WERE ABLE TO APPLY THE CONCEPT SUCCESFULLY • BUT DID THEY USE THE SAME CONCEPTUAL FRAMEWORK? • THE AMERICAN AND FRENCH TRADITION: DID WE GET NEW VIEWS ON THIS? • THEY ARE DIFFERENT CONCEPTS • LACK OF ECONOMISTS – EXCEPT THE LABOUR MARKET CASE - IN THE PROGRAMME

  13. EXPLORE THE POSSIBLE APPLICATIONS OF THE CONCEPT • IN INFORMAL DISCUSSIONS REVEALED THAT AT LEAST SOME PROJECTS WERE ABLE TO ADVANCE THE IDEAS HOW TO APPLY THE RESULTS IN PRACTICE • E.G. DISCUSSION HOW TO ARRANGE SOCIAL PROGRAMS FOR THE YOUTH • IT WOULD BE DESIRABLE TO HAVE A REPORT ON THIS ASPECT FROM THE PRINCIPAL INVESTIGATORS • WE HEAR MORE ABOUT THIS IN THE AFTERNOON

  14. INTERNATIONAL COOPERATION • IN GENERAL THERE WAS LESS INTERNATIONAL COOPERATION THAN WHAT WAS EXPECTED • THIS IS PROBABLY DUE TO THE INSUFFICIENT FINANCE • SOME COOPERATION SEEMED TO BE VERY SUCCESFUL BASED ON THE INFORMATION IN THE SOCA-SEMINARS • IF BASIS FOR FURTHER INTERNATIONAL COOPERATION WAS STRENGHTENED THIS MAY BEAR FRUIT IN THE FUTURE

  15. SO WHAT WE DID RECEIVE? • IN GENERAL THE PROGRAM APPEARS AS SUCCESFUL • BUT IT IS DIFFICULT TO SAY ANYTHING DEFINITIVE ON THIS BECAUSE THE PUBLICATION PROCESS IS NOT YET COMPLETE • THERE IS NO COMPACT REPORT OR SUMMARY OF THE MAIN FINDINGS • LONG-TERM CONSEQUENCES OF NEW RESEARCHERS IN THE FIELD, AND • NEW RESEARCH NETWORKS MOST PROBABLY ARE ENDURING CONSEQUENCES

  16. WHAT SHOULD BE DONE • A SUMMARY REPORT ON THE MAIN FINDINGS STILL DESIRABLE • AN EVALUATION OF PUBLICATION RECORD COULD BE INFORMATIVE ABOUT TWO YEARS AFTER THE END OF THE PROGRAM PERIOD DUE TO LAGS IN PUBLICATIONS • FURTHER RESEARCH: MORE STRUCTURED APPROACH TO THE MEASUREMENT (E.G. EFFORTS OF SOME STATISTICAL OFFICES) • DIFFERENCE BETWEEN THE FRENCH (BOURDIEU) AND AMERICAN (PUTNAM) APPROACHES SHOULD BE MADE MORE EXPLICIT • THE RELEVANCE AND SPECIFICITY OF THE CONCEPT IN DIFFERENT ORGANISATIONAL STRUCTURES (E.G. ENTERPRISES, HOUSEHOLDS, COMMUNITIES, NATIONS)
