  2. 2013 RULE CHANGES • The 2013 Rule changes have made no change to the Pass Interference rules from what we have had over the past few seasons EXCEPT: • Offensive (OPI) no longer has a loss of down & • Defensive (DPI) no longer has an automatic first down. • Pass Interference is now just a 15 yd penalty, since it is a loose ball play it would be enforced from the PREVIOUS spot.

  3. WHEN DO THE PASS INTERFERNCE RESTRICTIONS APPLY? • 1. Only BEYOND the neutral zone. • 2. Only if the LEGAL pass crosses the neutral zone (untouched by B in or behind the neutral zone).

  4. WHEN DO THE PASS INTERFERENCE RESTRICTIONS BEGIN? • TEAM A – at the snap. • TEAM B – when the ball leaves the passer’s hand.

  5. WHEN DO THE PASS INTERFERENCE RESTRICTION END? • All eligible Team A players when the pass has been touched by any player. • All ineligible Team A players when B touches the pass. • All Team B players when the pass has been touched by any player. • All players when the pass is incomplete.

  6. WHAT IS PASS INTERFERENCE? • Rule 7-5-10 • IF any player (A or B) who is beyond the neutral zone interferes with an eligible opponent’s opportunity to move toward, catch or bat the pass. • IF any player (A or B) hinders an opponent’s vision without making an attempt to catch, intercept or bat the ball, even without contact being made. (Face Guarding)

  7. WHAT IS NOT PASS INTERFERENCE? • Rule 7-5-11 • IF unavoidable contact occurs when two or more eligibles are making a simultaneous, bona fide attempt to move toward, catch or bat the pass. • IF contact by A is immediately made on a B lineman and the contact does not continue beyond the expanded neutral zone. • IF contact by B is obviously away from the direction of the pass.
