  2. ITU Competition Rules: Run Conduct • General rules • Finish Definition •  An athlete will be judged as "finished," the moment any part of the torso, reaches the perpendicular line extending from the leading edge of the finish line. • Safety Guidelines • Illegal equipment

Run official’s duties • Chief Run Official • Assistant Run Official (1) • Verify course measurement • Ensure traffic controlled and road closure safety on run • Ensure that athletes who retire from the run course are escorted safely back to transition • Check road surface, topography, technical challenges • Ensure that all hazards are covered and marked • Ensure the course is swept or clear of any hazards • Ensure that there are whistles and flags in key areas • Control de first and last athlete

Run Penalty Box official’s duties • Chief Run penalty box official • Assistant Run penalty box official(1-2) • Upon notice from the Chief Transition Official, the technical official must record the athlete’s number who performed an infringement, on the penalty board outside the penalty box area. • As an athlete stops at the entry to the PENALTY BOX, record the RACE NUMBER and their watch time PLUS the penalty time on the Athlete Card . • Direct the athlete to the next position in the PENALTY BOX. • Strikethrough the athlete’s race number on the penalty board after the athlete fulfills the penalty. • When all athletes finished, return the Register, Athlete Cards (held by the Volunteer) and any unused stationery to the Race Referee.

Aid Station official’s duties • Chief Aid Station Official • Assistant Aid Station Officials (2-4) • Ensure that all and enough water delivered is supervised by an official • Ensure that there are enough aid station volunteers • Brief all aid station officials and volunteers • Ensure that aid stations are well stocked throughout the race • Communicate with Chief Run Official about and potential issues on the run course • Supervise aid stations

Finish official’s duties -1 • Chief Finish Official • Review set-up plans with the TD • Secure finish line tape • Supervise the placement of the finishline • Organise a briefing with chief of medical and media manager to review roles in finish area • Brief the media prior to the finish re: finish-line and timing so they can get their long shots • Supervise flow through area and security • Supervise the positioning of the video camera

Finish official’s duties -2 • Supervise the position of the photo finish camera • Supervise timing equipment placement • Ensure minimum of 15m from gantry to media stand • Ensure athletes do not cross back over the finish line • Ensure athletes leave from the finish area • Ensure that experienced technical officials hold the finish line tape and that they are prepared to make the first level decision in the event of a tie. • In the event of a tie, assemble all of the evidence (finishline officials, video)

ITU Competition Rules: Timing and Results • The official results shall be in accordance with the ORIS standards. • Time splits to be included are: • Swim or first segment; • Transition 1; • Bike; • Transition 2; • Run; • Overall finish time • Results will include disqualifications (DSQ) and reasons. • Results will include athletes who do not finish (DNF) and those athletes who were entered but did not start (DNS). Unintentionalties will be recognized

ITU Competition Rules: Prize money and Awards • Prize money for the ITU Triathlon World Championships and ITU World Cups shall be distributed equally between men and women in both amount and depth. • There will be three primes for World Cup events. Primes are payable to the athletes as follows: • Be in first position: • After the first lap of the swim. • At the end of the second lap of the bike. • At the end of the penultimate lap (bell lap) of the bike. • Finish the competition. • There is no limit to the number of primes an athlete can win in a race. • Athletes or team members who place 1st, 2nd or 3rd at any ITU events will be awarded an official ITU medal (gold, silver, bronze). In addition, teams will receive a trophy for 1st, 2nd and 3rd position.

Chief Technology Official’s duties • Monitor athletes chips at each stage, report athlete numbers that have lost chip and arrange manual back-up • Secure sufficient stop watches • Check quality of Velcro on timing chips at athlete registration • Check the photo finish camera • Secure official results immediately after the event and deliver to Referee for verification, bycheckingwiththe manual backuptiming

Competition Jury’s duties -1 • ITU Technical Delegate will appoint the members of the Competition Jury as follows: • For Triathlon World Championships Grand Final the Competition Jury consists of five persons being selected from: • The Technical Delegate, who chairs the Competition Jury; • A member of the ITU Executive Board; • A representative of the host NF; • A representative from ITU Technical Committee; • A representative from the ITU Medical Committee.

Competition Jury’s duties -2 • For all the other ITU events, the Competition Jury consists of three persons being selected from: • The Technical Delegate, who chairs the Competition Jury; • A member of the ITU Executive Board or any Committees or Commission, in case none present a member of the Continental Confederation’s Executive Board or any Committees or Commission, in case none present, a representative from the host NF; • A representative from the host NF.

Competition Jury’s duties -3 • The Competition Jury rules on all appeals and all protests; • The Competition Jury has the authority to modify the competition results as a consequence of their decision on the appeal or protest; • The Competition Jury must be available from before the Athletes Briefing until after the end of the competition; • The Competition Jury chair is responsible for filing a written statement on all appeals and decisions reached.

Competition Jury’s duties -4 • The Competition Jury observes the following principles: • Give equal weight to the evidence and testimony provided by all. • Recognize that honest testimony can vary and be in conflict as a result of personal observation or recollection. • Keep an open mind until all evidence has been submitted. • Recognise that an athlete is innocent until the alleged violation has been established to the complete satisfaction of the Competition Jury.

Competition Jury’s duties -5 • Conflict of interest: • The chair of the Competition Jury decides if any member has a conflict of interest. • In case of a conflict of interest, the chair of the Competition Jury replaces the member who has the conflict of interest at his/her discretion. • The chair of the Competition Jury can never have a conflict of interest.

ITU Competition Rules: Conduct of Athletes – Drug Abuse • Athletes will follow the ITU Anti-Doping Rules; • All athletes are responsible for familiarising themselves with the ITU Anti-Doping Rules including doping control tests, testing obligations and procedures, penalties and appeal processes, and forbidden substances; • ITU has adopted the ITU Anti-Doping Rules and abides by rules set by the World Anti-Doping Agency (WADA) Code.

  36. Scenarios • You are standing at the mount line and notice 2 competitors heading toward you already mounted and riding their bicycles. The mount line is packed with other competitors mounting on or after the line and the surroundings are packed with spectators. You are the only official at the mount line. What would you do?

  37. Scenarios • You are in transition and notice a competitor running toward you, heading for the mount line. The competitor has a bare torso. Describe appropriate actions.

  38. Scenarios • A competitor running through the swim chute drops or hands their cap and goggles to a spectator you suspect is a friend / partner. How would you handle this?

  39. Group exercise • A distressed athlete crosses the finish line and seeks out the Race Referee (RR). She tells the RR that her shoes were stolen in Transition by the athlete next to her. • You are the RR – discuss the process that would be followed to address the athlete’s issue.
