BACKGROUND • WORK EXPERIENCE • INACOM Information Systems – Malvern, Pennsylvania • Senior Systems Engineer, 1993 to 1997 • Provide Network design and systems engineering to Corporate • GLOBETEL, Inc – Philadelphia, Pennsylvania • Senior Consultant, 1997 to 2000 • Negotiate and setup partnership with local Operators and entrepreneurs in Africa for the implementation of Voice over IP traffic termination and origination via satellite. (Ethiopia, Tanzania, Ivory coast, Gabon, Cameroon). 3

  7. CURRENT STATE OF THE BUSINESS • GLOBALNET was sold to MTN Cameroon in 2006 and the founder spent 2 years with MTN as GM of MTN Network Solutions. • Albert KAMANOU is now developping the challenge of establishing an educational TV channel (educanet tv) in sub saharan Africa. 8

  12. CHALLENGES & OBSTACLES • No banks loans • No tax break for start-ups • No real institutional support for start-ups • Lack of qualified manpower • Cash flow problem • Lack of real legal & regulatory frame work protection • Lack of experience & cultural understanding 17

SOME SOLUTIONS • Negotiate with supplies for short terms loans. • Invest in your field of expertise first. • Frequent travels to your country of origin prior to final return. • Share your vision & motivate your staff. • BANKS CAN HELP WITH SOME GARANTEES (customers contracts, real estate, some deposit). • Trust is key when dealing with business partners. • TRADITIONAL FUNDS KEEPING (tontines) can help with cash flow problem. 18

  14. RECOMMANDATIONS • Better rules & regulation for Diaspora's investors. • Increase the fight against corruption. • Low import duties & tax free for the first 2 years . • Facilitate funds transfers. • Banks should fund potential projects. • Government should be more involved in the process. 19

CONCLUSION • Cooperation among all stakeholders is essential: Government, public and private sector, academia, non-governmental organizations, the donor community, all are expected to work together in very concrete programs and projects to achieve demonstrate the potential of ICTs to enable Economic Growth, Knowledge Dissemination and Social Inclusion. • Cameroon cannot afford to miss the IT Revolution! 20
