In 1-3 sentences identify and paraphrase the issue and point of view expressed in this report. • Complete an Elements of Reasoning (G.O.)- Wheel of Logic template to take notes **Active Reading Notes/ Post Reading Notes/ Review Notes/ Study Notes • Complete Vocabulary Web (G.O.) for the following words: feudalism, factitious, prerogative, inestimable. 4. Generate a list of the major reasons Mann presents in support of public schools. Based on your analysis, do you think Mann’s argument is convincing? Why or why not?

Word Choice • What does Mann mean by the words, “education creates or develops new treasures- treasures not before possessed or dreamed by anyone”?Why does he emphasize the word treasure? • Find places in the report in which Mann refers to the benefits which will be gained from universal education.
