  3. In 2008 NRSA started to give a Licensees for using IRS (generation sources) and radioactive sources. • Also was started State Control in the Field of Radiation Safety all of IRS users. • It was carrying inventory IRS for all parts of Tajikistan and put on RASOD’s database.

  4. Total number of radiation workers

  5. With the help of the database found that across the country there are 768 workers and 236 RPO. After the inventory the next step was to conduct a pre-licensing inspections and licensing. After the all this works was analyzed and the following conclusions:

  6. The problems • The problem of park X-ray machines (life); •  Orphan sources; • Problems of radioactive sources that spend their lifetime • Not relevant knowledge users IRS on radiation safety and the need for the training of workers courses on radiation protection.

Provisions of education and training in the legislative framework of the Republic of Tajikistan in the field of radiation safety • TheLawonRadiationSafety (no. 42, 2003), • TheLawonUseofAtomicEnergy (no. 69, 2004), and • The Regulation on State Control in the Field of Radiation Safety (Gov. Decree no.482, 2004). Thislegislativeframework, amongotherthings, • empowers the Regulatory Authority (Nuclear and Radiation Safety Agency) to control the education and training level and qualifications of personnel working with ionizing radiation, • puts obligations on the users to training and attestation of managers and personnel working with radiation sources, and • callsforeducation and training of all persons working with ionizing radiation sources.

  9. PROVISIONS OF THE LAWS AND REGULATIONS ON RADIATION 1. TheLawonRadiationSafety (Law 42, 2003), Chapters 6, 12, 16 •  Article 6 . The Regulatory Authority on ensuring the radiation safety is the NRSA under the Tajik AS, which carries out unification of the state policy, coordinates the work of other authorized bodies, and determines qualification requirements of employees working in organizations which use in their activity sources of ionizing radiation. • Article 12. The radiation safety is ensured by carrying out the following combination measures of legal, organizational, engineering and technical, sanitary and hygienic, medical and preventive, and educational and training characters. • Article 16. The user of ionizing radiation sources is obliged to carry out training and attestation of managers and personnel, specialists of manufacturing inspection services, and other persons, permanently or temporarily working with ionizing radiation sources.

  10. PROVISIONS OF THE LAWS AND REGULATIONS ON RADIATION 2.TheLawonthe UseofAtomicEnergy (Law 69, 2004) • Chapter 1. Article 5. The basic types of activities in the field of atomic energy use; The following types of activities belong to the atomic energy use:…, ……,……, making qualified the specialists in the field of using nuclear facilities, radiation sources, and storage facilities of nuclear and radioactive materials. • Chapter. 3. Article 17. Basic requirements to user organizations. Para 5; The personnel of user organizations should pass attestation as identified by the Government of the Republic of Tajikistan.

  11. PROVISIONS OF THE LAWS AND REGULATIONS ON RADIATION 3. The Regulation on state control in the field of radiation safety (Regulation No.482, 3 December 2004); Gov. Decree, 6. The State Regulatory Authority on ensuring the radiation safety carries out its activity in cooperation with other authorized bodies – ministries, authorities and executive bodies of the government by means of:  …………………….  Determination of prioritized directions and research investigation programs in the field of radiation safety, programs of specialists training and raising the level of their qualification.  Establishing state specialized committees for professional knowledge examination of responsible employees in the field of radiation safety and determination of activity types which have direct impact on radiation safety.  Coordination of research and scientific projects and works in the field of treatment with ionizing radiation sources.

  12. PROVISIONS OF THE LAWS AND REGULATIONS ON RADIATION 8…. Inspectors should be juridical and competent person who has high educational degree of specific field and not less than 3 years of experience in the field. The inspector should be professionally trained in the relevant field of inspection and must strictly fulfill the legislative requirements. 10. Director of the Nuclear and Radiation Safety Agency and inspectors within inspection activity has right, alongside with, arising from specialized orders to examine the special professional knowledge of responsible personnel working with ionizing radiation sources. 15. The Nuclear and Radiation Safety Agency within the framework of its competence: …… Organizes specialized competency examinations for specialists working with ionizing radiation sources in accordance with legislation (norms and rules of radiation safety, transportation of dangerous goods and etc.).

  13. PROVISIONS OF THE LAWS AND REGULATIONS ON RADIATION REGULATION On licensing specifications of separate types of activities  CHAPTER 1. GENERAL PROVISIONS. Article 5. Licensing requirements and conditions. • 2. In regard to licensing of activity types, which require for its implementation special knowledge, in the main part of present decree, the qualified requirements to license applicant and operator can be included, in particular qualified requirements to juridical persons’ employees or citizen who is individual businessman. Article 7. Documents necessary for license issuance. • ……………………….. • Information on employees qualification of license applicant.

  14. PROVISIONS OF THE LAWS AND REGULATIONS ON RADIATION MAIN PART CHAPTER II. GENERAL TYPES OF ACTIVITIES FOR IMPLEMENTATION OF WHICH THE LICENSE IS NECESSARY. • Article 16. Licensing specifications of activity related to sources of ionizing radiation (generators) and activity related to use of radioactive sources. 4. Additional documents for license issuance: • …The copy of attestation certificate of Nuclear and radiation Safety Agency under Tajik Academy of Sciences. 5. Additional licensing requirements: • Documents availability confirming the correspondence of management and work executors to specialized qualified requirements, ensuring the execution of declared types of work. • Availability of attestation certificate of Nuclear and radiation Safety Agency under Tajik Academy of Sciences.

  16. PREPARATION OF STAFF • Initial training is conducted on the basis of: • Tajik State National University (TSNU) • Tajik State Medical University (TSMU) • Tajik Technical University (TTU); • Medical College

  17. RETRAINING INSTITUTE OF POSTGRADUATE TRAINING OF HEALTH WORKERS Organizing Specialized courses in radiology and technicians

In 2008 y. there was no any training center in radiation safety, working with the IRS partially trained in special courses of universities, postgraduate training and training courses of the IAEA, as well as seminars in the framework of international projects. For example, there is 13 specialists from different institution of Tajikistan were study in the Postgraduate educational courses IAEA for the safe use of ionizing radiation sources in ISEU by name after Sakharov, Minsk, Belarus.

National Strategy Republic of Tajikistan for Education and Training in Radiation, Transport and Waste Safety In the framework of the national project of the IAEA TAD0 / 003 creating educational and training center for radiation safety for the RPO and working with sources of ionizing radiation, with the support of IAEA experts - Dr Mehdi Sohrabiwas prepare the draft form of National Strategy of the Republic of Tajikistan in the field of education and training in radiation protection and safety of radiation sources and submitted to the Government for approval and adoption.

  20. LIST OF PERSONS WHO ATTENDED MEETING ON E&T STRATEGY

National Strategy Republic of Tajikistan for Education and Training in Radiation, Transport and Waste Safety Due the project IAEA TAD / 003 together with NRSA AS RT: - Develop and implement a curriculum and a course on radiation safety in TNU, TSMU Medical College and TTU. - To prepare for the signing and signed a cooperation memorandum with the above universities. - Create an educational and training center for radiation safety for the RPO and persons working with sources of ionizing radiation.

  22. National Strategy Republic of Tajikistan for Education and Training in Radiation, Transport and Waste Safety For this training center for radiation safety presented a package of courses of lectures IAEA (40 discs) for radiation safety in various areas. Currently, these lectures are translated from English into Tajik. For this course of lectures in July 2010 and in November 2012, this center held national workshops for medical and industrial sectors.

IAEA National Project TAD/0/003 • IAEA/National Train-the-Trainers (Refresher) Course on Radiation Safety Time-Table 28 June to 2 July 2010 • National IAEA Training Course on Radiation Protection in Diagnostic and Interventional Radiology, Dushanbe, Tajikistan, 5-9 November 2012 • National IAEA Training Course on Radiation Protection in (RP) Industrial Applications of Radiation Sources, Dushanbe, Tajikistan, 12 – 16 November 2012 • Fellowships, SV, Equipment delivery, Construction of New training Center.

  24. National Strategy for Education and Training in radiation protection and safety of ionizing radiation sources was developed and agreed with all ministries and authorities. Approved by the Parliament in May 2013.Amendments prepared in light of recently published Governmental Decree. Amendments include MS courses on RP and SRS and approved by Governmental Degree 506 from 1 August 2014: “National approach of the Republic of Tajikistan on education and training in the field of radiation safety for 2014-2024”

National Strategy for Education and Training in radiation protection and safety of ionizing radiation sources Activities performed: Analysis of training needs – completed (512 RW, 236 RPO, 20 Regulator = 768 to be trained at different levels) Development of a national education and training program. (Syllabus implemented in TSU, TSMU, MC, TT universities, MoC signed, three-phase training: Development: 2014-15; Development and implementation 2016-2017; Full implementation 2018-2024) Effective implementation of the national training program – ongoing (Quality management program) Evaluation of the effectiveness of the national concept and the program – EduTA mission was conducted from 9 to 13 April 2018 under the IAEA Technical Cooperation project TAD/9/007 “Upgrading the National Education and Training Centre on Radiation Safety and Security”.

  27. Challenges and achievements Lack of qualified staff for specialised courses at the training centre. Translation of IAEA CDs with lectures from English to Tajik language due to technical terms. Approval of the strategy Construction of the new building Initiating courses on MS in radiation safety

Development of a syllabus for a MSc in radiation protection After issuance of Governmental Decree, Master Degree syllabus was developed and approved on specialization of «Radioecology» - 1-33 01 03. Level of training: Master Specialization : Radioecology Profession: Radioecology (radiation safety) Period of training: 2 years

Cooperation with SRNU “MIPHI” Cooperation areas: • 01.04.02 – Applied mathematics and information; • 03.04.01 – Applied mathematics and physics • 03.04.02 – Physics • 14.04.02 – Nuclear physics and technology • 22.04.01 – Material science and material technology • 15.04.05 – Engineering and design provision for engineering industries
