  1. RA I WIGOS IMPLEMENTATION PLAN Status Report as at 8 March 2013 By Amos Makarau

  2. Status • RAI provisionally approved the TT-WIGOS Implementation plan (English version only) in October 2012 at the extra-Ordinary Congress of WMO. • Translation into French still to be done • It will be considered and adopted at the next RAI Session (2014/15)

  3. RAI WIGOS Governance and Working Structure • RAI (Plus MG) • Sub-Regional WIGOS Coordination Groups (SR-WCG) • RA I WIGOS Working Body (TT-WIGOS approved) • Sub-regional WIGOS Working Body (national focal points)

  4. Next • Communication and Outreach - targeting Permanent Representatives - Operating at sub-regional level - two workshops planned for 2013 * 5-7 June (Southern Africa) * 10-12 June (East Africa) - the rest of the sub-regions in 2013 (funding problem)

  5. Next (Cntd) - Appointment of national WIGOS focal points within the course of the year • Development of templates for national WIGOS implementation • Distribution of WIGOS regulatory material • Attendant capacity development preferably at sub-regional levels

  6. Challenges/Problems facing RAI in Implementing WIGOS • Understanding of WIGOS (and WIS) still cloudy in RAI beginning with NMHS leadership. This includes its implementation, benefits and implications • High staff turnover, including at the PR level. At the technical level, either due to resignations to newly created positions on climate change or en-mass retirement • Communication • Civil strife/ political instability in 3 of the sub-regions • Other priorities (QMS, climate change, DRR, visibility, sustainability)

  7. Request to ICG-WIGOS • Urge WMO to expedite the translation of the RA I WIP into French • Request WMO to avail financial resources to complete outreach workshops for 3 sub-Regions so that they can take place in 2013 • Urge EC to take RAI as one of its priorities regarding WIGOS (and WIS) • Regulatory material for , among others, AWSs, data management and metadata.
