  3. Accountability Requirements API Uses a Growth Model • Looks at a school’s growth in performance from year to year AYP Uses a Status Model • Looks at the percentage of students meeting common performance thresholds

  4. The Academic Performance Index

  5. What is the API? Single number ranging from 200 to 1000 Reflects student performance based on statewide testing Calculated by “averaging” test results across students in multiple subject areas on multiple tests

  6. Assessments used in the API • STAR Tests (CST, CMA, CAPA) • English-Language Arts (Gr. 2-11) • Mathematics (Gr. 2-11) • History-Social Science (grades 8-11) • Science (grades 5, 8-11) • California High School Exit Exam • ELA & Math (grades 10-12)

  7. How to Calculate API • Convert each test result into a score on the API scale (200 to 1000) Advanced = 1000 points Proficient = 875 points Basic = 700 points Below Basic = 500 points Far below Basic = 200 points • Calculate a weighted average of the scores

  9. How is the API used? An API is calculated for schools, LEA’s, and student subgroups State goal is to reach 800 Schools and subgroups are assigned annual growth targets reflecting progress toward goal

  13. API Reporting Cycles 2-Year Cycle: API from one year is compared to API from prior year to see if growth targets were met Each year’s testing results in a Base API & a Growth API Purpose - Allow phase-in of new assessments and changes to content area weights

  15. Important Features of the API • Cross-sectional – does not track individual student progress • Only includes long-term students • Results used for • Statewide rank • Similar schools rank • Awards eligibility • Intervention programs

  17. What is AYP? Measures how well schools and districts are meeting common standards of academic performance Annual determination on benchmark targets that increase over time

  23. Additional AYP Targets Participation Rate – 95% in ELA & Math Growth API - Meet annual target (650 for 2009) or one point growth Graduation Rate (HS only) - Meet annual target (83.1% for 2009) or 0.1% gain

  24. Consequences of AYP Schools not meeting AYP targets are identified for PROGRAM IMPROVEMENT Required to carry out a variety of interventions and reforms Sanctions increase each year in PI

  25. Entering & Exiting PI Only applies to Title 1 schools / LEAs Enter PI after missing AYP for two consecutive years In same subject area ~or~ indicator Exit PI by meeting all AYP targets for two consecutive years
