  2. What are Trust Funds? • Accounted for separately from the World Bank's own resources • Financial arrangements with a donor or a group of donors • Grant funding of high-priority development needs • Have helped the Bank leverage its poverty reduction programs over the past thirty years

  3. PHRD in the Bank’s trust funds • Japan Policy and Human Resources Development (PHRD) Fund • PHRD is one of the trust funds managed by the World Bank • One of the largest trust funds with over $2.4 billion cumulative contributions since 1990

  4. PHRD Fund Origins • Established in 1990 • As a partnership between the Government of Japan (GoJ) and the World Bank (Bank) • Supports poverty alleviation and capacity building activities in many areas

  5. PHRD Fund Objectives “The Fund may be used for the purposes of financing technical assistance and other grant activities in respect of the formulation and implementation of Bank-supported projects and programs and activities to help develop human resources in developing member countries of the Bank, to assist developing member countries of the Bank to formulate and implement development policy and to strengthen the partnership between Japan and the Bank.”

Joint Japan/World Bank Graduate Scholarship Program (JJ/WBGSP) • Established in 1987 • To help create an international community of highly trained professionals working in the field of economic and social development. • Scholarship Program for graduate studies in subjects related to economic development • Japan’s contributions totaling 203 million dollars over the past 22 years • 4,006 scholars from over 150 countries have been awarded scholarships

  11. The scholars requiredto return to their home countries on completion of their study Programs and apply their enhanced knowledge and skills to contribute to the development process in their respective regions and communities. Joint Japan/World Bank Graduate Scholarship Program (JJ/WBGSP)
