Lessons from economical crisis In situations that crisis happens, governments with free market economy behave as governments with governmental economy do, so think: • They are developed enough, now need education to make them stable • They are at the center of the crisis (no need to transfer anything), so select/accelerate researches • Aiming at surviving main industries, they role as general consumers (no commercialization needed), so they do vast investments 4

  5. Why Migrating from STP to STS? Both definitions of STPs has been set up based on some permanent strengths (not external opportunities that someday may be lost) , but with STS: We try to demonstrate STPs inside a changeable system as a changeable system 5

To behave as a system The algorithm of all activities in a typical STS: • Starts by registering an idea • Assessment of the idea • Determining 3 major characteristics (skills) of the idea owner: Innovator, Manager and Technician • Find available persons with supplementary skills • Policy makers define what skills will involve 11

Conclusion The main advantages of utilizing networking as a catalyst approach is providing the balance between Innovator, Manager and Technician characters sequentially inside: • Idea Owners (Persons) • Team Works (Resident Companies) • STPs • Countries • Regions • Global Economy And this approach will lead us to the new definition of STPs that mentioned before in this paper. With such a dynamic mechanism we will gain a Science & Technology System that is able to make itself compatible with the changing environment 23
